Seoul City Promotes Small-Scale Redevelopment in Station Areas and Semi-Industrial Zones
[Asia Economy Reporter Kim Hyemin] Seoul City announced on the 5th that it will introduce small-scale redevelopment projects to improve the urban environment of deteriorated station areas and semi-industrial zones.
Accordingly, small-scale plots under 5,000㎡ in old downtown areas, where new and old buildings are mixed and large-scale development is difficult, can now undergo apartment redevelopment even if there were no existing houses. The city revised the "Seoul City Vacant House and Small-scale Housing Maintenance Ordinance" with this content.
The scope of station areas eligible for small-scale redevelopment is set at 250m from the platform boundary. However, for three years, considering fairness with other projects such as station area revitalization projects, the station area scope will be temporarily applied as 350m.
Regarding changes in land use zones, Category 2 General Residential Areas can be changed to Category 3 General Residential Areas or Semi-Residential Areas, and Category 3 General Residential Areas can be changed up to Semi-Residential Areas.
The floor area ratio can be relaxed up to the legal maximum floor area ratio for each land use zone, and 50% of the increased floor area ratio will be supplied as public facilities such as public rental housing, public rental commercial spaces, and public rental industrial facilities.
With this ordinance revision, the station areas and semi-industrial zones where small-scale redevelopment is possible cover the surroundings of 307 railway stations throughout Seoul.
To carry out a small-scale redevelopment project, consent from more than one-quarter of the landowners in the area is required, and a proposal for designation of the project implementation area must be submitted to the head of the relevant district office.
