In his inaugural speech, Shin said, "Despite difficult economic conditions, the Gyeonggi Free Economic Zone Authority has achieved many accomplishments, including receiving an A grade for two consecutive years in the Ministry of Trade, Industry and Energy's 'Free Economic Zone Performance Evaluation.' We will continue to strive to achieve 100% development rate of the Gyeonggi Free Economic Zone, establish business cooperation hubs for domestic and foreign companies, and attract a total of 100 million dollars in foreign investment."
Shin graduated from the Graduate School of International Policy at the Korea Development Institute (KDI) with a major in International Political Economy, and from the University of New Jersey (UNIV. OF NEW JERSEY) Graduate School with majors in Urban Studies and Regional Studies.
He entered public service in 1996 through the first local higher civil service examination and has served as Deputy Governor of Yeoncheon, Deputy Mayor of Paju, Director of Economic Planning and Director of Health and Welfare in the province, Secretary General of the Gyeonggi Provincial Council, and Deputy Mayor of Bucheon.
Considering the COVID-19 situation, Shin started his official schedule without a separate inauguration ceremony and received reports on current issues on the day.
