Government Publishes 'Changes Starting from 2022'
[Sejong=Asia Economy Reporter Kwon Haeyoung] Starting next year, the 'Eco-friendly Vehicle Purchase Target System' will be introduced, requiring private vehicle demanders such as large corporations and rental car operators to purchase or lease a certain percentage of eco-friendly vehicles when buying or leasing new cars. The obligation to install electric vehicle chargers will also be strengthened.
The government published "Changes in 2022" on the 31st, summarizing the systems and regulations that will change starting next year.
First, to create demand for eco-friendly vehicles, the eco-friendly vehicle purchase target system, which had been applied only to the public sector, will be expanded to the private sector. The mandatory purchase rates for electric and hydrogen vehicles in the private sector are ▲13% for large corporations and rental car operators ▲7% for taxi operators ▲6% for bus operators ▲20% for freight operators. In line with the launch of new vehicles such as hydrogen trucks in April next year, the government plans to provide benefits such as acquisition tax reductions and new fuel subsidies.
The obligation to install electric vehicle chargers, which had been imposed only on new buildings, will be expanded to existing buildings starting next year. New apartments must install electric vehicle chargers for at least 5% of total parking spaces, and already built apartments must install chargers for at least 2%. Previously, only apartments with 500 or more households were subject to this obligation, but starting next year, apartments with 100 or more households will also be required to install electric vehicle chargers. The rent reduction limit for building hydrogen charging stations on national and public land will be expanded from the current 50% to 80% next year.
The "Special Act on Regional Industrial Crisis Response and Regional Economic Recovery," which allows the government to proactively support when a region's main industry shows signs of crisis, will also be implemented. The stages of industrial crisis are subdivided into ▲pre-crisis ▲early crisis ▲mid-crisis ▲post-crisis, and depending on the situation, preventive measures, preemptive response areas, special response areas, and soft-landing support systems will be established for swift and systematic response. Accordingly, local governments will carry out industrial crisis prevention measures targeting specific industries, and the government will be able to provide support to prevent the spread of economic recession.
The proportion of resident support projects around power transmission facilities will be expanded from the current maximum of 50% of total support funds to up to 100% based on resident agreement. This measure aims to increase residents' satisfaction with support projects and enhance acceptance of power transmission and transformation facility construction, thereby contributing to the stability of power supply and demand.

In addition, the Basic Act on Carbon Neutrality and Green Growth to respond to the climate crisis will be enforced. It provides the legal basis for the transition to a carbon-neutral society by 2050 and includes an interim target to reduce national greenhouse gas emissions by 40% by 2030 compared to 2018.
