On the same day, the Seoul Central District Court assigned the case against Superintendent Cho and former Secretary Han, who were indicted on charges including abuse of authority and obstruction of the exercise of rights, to Criminal Division 25-2, which mainly handles economic cases as well as food and health-related cases. Criminal Division 25-2 is a collegial panel currently presiding over the case of Samsung Electronics Vice Chairman Lee Jae-yong involving 'unfair mergers and accounting fraud.' The presiding judge is Chief Judge Park Jeong-je, and the lead judge is Chief Judge Park Sa-rang.

Previously, Superintendent Cho was indicted without detention on charges of ordering the special hiring of five dismissed teachers in 2018, forcibly proceeding with an unfair hiring process excluding the vice superintendent and staff who opposed it on the grounds that it violated the principle of open competition. After its establishment, the Gongsoocheo launched an investigation into this case as its first 'Gongje No. 1' case and requested the prosecution to file charges in September, recognizing the allegations. The prosecution, which took over the baton, reached the same conclusion as the Gongsoocheo on the 24th and referred them to trial.
