Along with developing advanced technology to detect illegal relay devices used in voice phishing, efforts will also be made to enhance the 'Illegal Filming Tracking System' to protect victims of digital sex crimes.
At the 138th National Policy Issue Inspection and Coordination Meeting chaired by Prime Minister Kim Boo-kyum on the 9th, a plan to strengthen cyber investigation capabilities based on these points was discussed. Prime Minister Kim instructed, “Relevant ministries and agencies must be vigilant about the severity of crime damage and concentrate all available resources to fully commit to prevention and victim protection.”
The government will first strengthen organizations and personnel for responding to cybercrime. It plans to establish the Cyber Terror Response Center within the National Police Agency and expand the cyber investigation divisions in provincial police agencies. More than 100 private IT experts will be hired annually as dedicated cybercrime investigators, with some selected as junior officers at the rank of inspector.
Efforts will also be made to expand the scope of public disclosure of personal information and activate the 'undercover investigation' system to eradicate digital sex crimes. The existing 'Illegal Filming Tracking System,' introduced to protect victims, will be enhanced with artificial intelligence that recognizes human faces to detect illegal synthetic content. A one-stop support system will also be established that allows illegal filming materials to be deleted or blocked through the system based solely on non-face-to-face victim reports. Additionally, the National Police Agency and the Ministry of Science and ICT will collaborate to develop advanced technologies such as cyberattack source analysis and detection of illegal telephone number relay devices used in voice phishing.
International cooperation, essential for cybercrime investigations, will be further strengthened. The police plan to join Europol this month as the 10th non-European country to enhance cooperation with European countries. By dispatching investigative cooperation officers directly to Europol, it is expected that broad and rapid international cooperation will become possible.

Alongside this, the cybercrime reporting system (ECRM) will be revamped to enable investigations without the suspect’s appearance, and cooperation with communication device manufacturers and the three major telecom companies will be pursued to block communication means used in crimes. Legal amendments will also be promoted to respond to new and evolving voice phishing methods. The government stated, “We will continuously hold intergovernmental meetings on cybercrime response measures and swiftly and actively implement this agenda.”
