Gwangju Seo-gu Holds the '2nd Legislative Evaluation Committee Meeting'
[Asia Economy Honam Reporting Headquarters, Reporter Shin Dong-ho] Seo-gu, Gwangju Metropolitan City held the ‘2nd Legislative Evaluation Committee Meeting of this year (Chairman Jeong Il-tae)’ on the 23rd to conduct a post-legislative evaluation of the ordinances of Seo-gu, Gwangju Metropolitan City.
According to Seo-gu on the 25th, this evaluation was conducted based on the ‘Ordinance on Post-Legislative Evaluation of Ordinances of Seo-gu, Gwangju Metropolitan City’ to assess the effectiveness and goal achievement of the ordinances, thereby ensuring their practical effectiveness.
The Legislative Evaluation Committee, held for the first time this year, consists of a total of seven members including Seo-gu council members, civilian members, and public officials belonging to Seo-gu.
As of June 30, Seo-gu conducted a full survey of 379 ordinances and reviewed the basic legislative evaluation data prepared by each department in charge of the ordinances. In last month’s 1st Legislative Evaluation Committee written review, 72 ordinances subject to legislative evaluation, 7 indicators, and 24 evaluation items were finalized.
At this 2nd Legislative Evaluation Committee meeting, after reviewing a total of 72 ordinances, the results were approved as maintaining the status quo (37 cases) and requiring review such as recommendations for amendment or abolition (35 cases).
Other matters related to the improvement of the legislative evaluation system were also discussed.
In particular, opinions were raised that it is desirable to review and amend the effectiveness of ordinances whose implementation is encouraged.
Kim Ok-su, a member of the Seo-gu Council, said, “The number of ordinances proposed by council members is an evaluation item for party member nomination activities. Many members co-propose ordinances without careful evaluation, so while the number of ordinances is increasing, there are not many effective ordinances.”
He added, “Starting with this first post-legislative evaluation of ordinances, I hope it will be an opportunity to review ordinances that reflect administrative changes in Seo-gu and contribute to improving the quality of life of residents, thereby enhancing the substance of autonomous legislation.”
Meanwhile, Seo-gu plans to establish improvement plans based on the legislative evaluation results by the end of this month and submit a comprehensive results report to the Seo-gu Council next month.
