[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) will hold a job concert titled ‘Bang-guseok 1-yeol Ranseon jobdam’ on the 27th, targeting young job seekers, utilizing the metaverse platform (Gather Town).
Due to the prolonged COVID-19 pandemic, companies have tightly closed their doors to employment, leading to the emergence of the term ‘employment ice age,’ causing young people to suffer from severe employment difficulties.
In response, Yangcheon-gu opened a new metropolitan job cafe representing the southwestern region in May this year and provides various employment capacity-building programs such as special lectures on employment, one-on-one mentoring, and AI interview services to help young people living not only in Yangcheon-gu but also in southwestern areas like Gangseo and Guro find jobs.
This job concert, ‘Bang-guseok 1-yeol Ranseon jobdam,’ was prepared to provide practical employment tips to young people by combining the metaverse platform, which is gaining attention as the latest trend, with employment.
At ‘Bang-guseok 1-yeol Ranseon jobdam,’ employment YouTuber ‘Pilsseung NCS’ will provide a ‘Public Enterprise Employment Briefing,’ and group mentoring sessions will be held with participation from CEO Lee Nam-hee (Nami Contents), who is currently working as an interviewer in the recruitment market, and mentors from Yangcheon Digital Imagination Campus to resolve young job seekers’ employment-related questions.
The job concert will be held as a real-time non-face-to-face lecture from 2 p.m. to 5 p.m. on November 27. Applications can be submitted through the Yangcheon Imagination Camp website. Pre-registered participants will receive the online link via text message.
Kim Soo-young, Mayor of Yangcheon-gu, said, “We prepared this job concert to support our young people struggling with the unprecedented employment cold wave,” adding, “Since we created a communication platform using the mega-trend metaverse, I hope it will be a meaningful time for young job seekers through valuable employment tips.”
Seodaemun-gu (Mayor Moon Seok-jin) will hold various human rights cultural events such as forums, special lectures, exhibitions, and relay comment events both offline and online from December 1 to 10 to commemorate the 73rd anniversary of the Universal Declaration of Human Rights (December 10, 1948).
The human rights forum will be held on December 9 at 3 p.m. in the large conference room on the 3rd floor of the district office under the theme ‘In an era where being alone is not special, what is needed for single-person households?’ and will also be broadcast live on the Seodaemun-gu Office YouTube channel.
The human rights special lecture will be held on December 10 at 2 p.m. under the title ‘Technology Development and Human Rights through Movies (A.I., Total Recall) and Books (1984).’ Gong Hyun-joo, CEO of the youth support organization ‘Sori Jilleo,’ will give the lecture via the Zoom video conferencing program.
The district will hold an online exhibition of the winning works from the ‘2021 Seodaemun-gu Human Rights Content Contest’ from December 1 to 10. On the district website (Citizen Participation → Human Rights Together → Human Rights Contest Winning Works), visitors can view four-panel comics, card news, slogans, and more on themes such as eradicating human rights violations in daily life, creating a human rights-friendly society, and a discrimination-free Seodaemun-gu.
In addition, the district will conduct a ‘Universal Declaration of Human Rights Relay Comment Event’ from December 1 to 12. Participants post comments sequentially, one article per person, on the 30 articles of the Universal Declaration of Human Rights. Participation is possible by searching for ‘Seodaemun-gu Human Rights Center’ on KakaoTalk and adding the channel. Among participants, 50 people will be selected by lottery to receive mobile gift certificates (Gifticons) worth about 5,000 KRW.

Jongno-gu will present the ‘16th Yuk-ui-jeon Festival’ online at 9 p.m. on the 28th to widely promote the long history and tradition of Yuk-ui-jeon and to revitalize the Jongno Cheonggye Tourism Special Zone.
‘Yuk-ui-jeon’ refers to the six markets (Hanji, fishery products, hemp cloth, silk, cotton cloth, and fine silk) that were granted exclusive commercial rights by the king during the Joseon Dynasty.
The Jongno Cheonggye Tourism Special Zone is where Yuk-ui-jeon, which supplied essential goods such as fine silk, ramie, hemp cloth, and paper to the country in the past, was located. It was designated as a tourism special zone in 2006 to create synergy effects by linking surrounding tourist resources through the restoration of Cheonggyecheon. Today, it includes specialized markets by area such as Gwan-su-dong Sangpae & Hwijaang Shopping District, Medical Device Shopping District, Gwangjang Market, and Changsin-dong Stationery, Toy, Seal, and Aquarium Street.
This festival is planned as a time to safely introduce carefully selected excellent products from the Cheonggye Tourism Special Zone’s specialized markets in a non-face-to-face manner.
By accessing Naver Shopping Live at 9 p.m. on the 28th, you can find about 15 different products ranging from Yukhoe from Gwangjang Market to pearl earrings from the jewelry and watch shopping district. You can also purchase children’s toys from the stationery and toy market and blood glucose meters from the medical device shopping district at prices cheaper than the market price.
To this end, the district previously created a set that makes viewers feel as if they are actually at the market and prepared various events such as quizzes, acrostic poems, and comment communication contests that anyone can enjoy.
A district official said, “We hope you enjoy the ‘Yuk-ui-jeon Festival,’ which is richly prepared with diverse sights and events on Sunday night,” adding, “We will work with merchants to revitalize the local economy and create a Cheonggye Tourism Special Zone that attracts many visitors.”
Yeongdeungpo-gu (Mayor Chae Hyun-il) will hold an ‘Eco-friendly Sharing Event’ at Mullae Neighborhood Park from 10 a.m. to 3 p.m. on the 27th, considering helping neighbors in need and promoting a healthy childcare culture for children.
Co-hosted with the National, Private, Home, and Workplace Daycare Centers Association, this event was prepared to contribute to spreading a culture of sharing in the local community and to promote the eco-friendly childcare project that grows together with nature.
The eco-friendly childcare project, now in its third year, helps infants and toddlers form a proper self-identity through nature, play, and child-centered ecological education, differentiated from the existing childcare curriculum.
Accordingly, daycare centers will actively promote the eco-friendly childcare project to residents by exhibiting eco-friendly teaching aids made from natural materials such as leaves and fallen leaves and eco-friendly posters made by children at this event.
In addition, fresh ingredients will be available for purchase, showcasing eco-friendly agricultural products from Gimhae City in Gyeongnam and Gunsan City in Jeonbuk. Gimhae and Gunsan are production areas of the public food service center for rural-urban cooperation, which supplies safe food to local daycare centers, children’s centers, and welfare centers in cooperation with the district.
Furthermore, a bazaar will be held to practice neighborly love during the year-end and New Year holidays, selling various daily necessities such as clothing, toys, diapers, natural scrubbers, eco-friendly soap, and bamboo toothbrushes. The sales proceeds will be fully donated as a contribution to the ‘2022 Hope Ondol Warm Winter Campaign’ to help vulnerable residents in the area have a safe and warm winter.
This sharing event will be conducted safely by strictly adhering to quarantine rules such as wearing masks, hand sanitizing, and social distancing to prevent COVID-19 infection.
The district expects this event to contribute to the establishment and spread of a nature-friendly childcare culture that supports children’s healthy growth and to the creation of a sound donation culture.
Chae Hyun-il, Mayor of Yeongdeungpo-gu, said, “Through eco-friendly childcare centered on play and experience with nature, Yeongdeungpo children will be able to grow bright and lively,” adding, “I hope everyone actively participates in this meaningful sharing event organized by the Yeongdeungpo Daycare Centers Association to support neighbors for a warm winter.”
Jungnang-gu (Mayor Ryu Kyung-gi) will recruit senior citizens to participate in next year’s job projects from December 6 to 17.
The senior citizen job project is an annual program designed to prevent income gaps and eliminate welfare blind spots for low-income seniors with working ability as part of supporting senior citizens’ social activities.
This year, 33 projects will be conducted at eight institutions, including cleaning management, senior care, senior center lunch assistants, elementary school meal assistants, experience transfer activities, and library support volunteering, with the number of recruits increasing by 270 from last year to 2,216.
Applicants must be basic pension recipients aged 65 or older residing in the district, and some projects allow seniors aged 60 or older to apply. Seniors wishing to participate can apply by visiting the welfare center or community service center that conducts the project with their ID and resident registration certificate.
The project period is from February to December next year, and seniors participating in public service projects such as meal assistants can receive an activity allowance of 270,000 KRW per month if they work more than 30 hours per month.
Ryu Kyung-gi, Mayor of Jungnang-gu, said, “I hope seniors with working ability will participate in the job project and continue a vibrant old age,” adding, “We will do our best to expand opportunities for seniors’ social participation.”
Nowon-gu (Mayor Oh Seung-rok) announced that it has prepared a total budget of 1.1445 trillion KRW for 2022.
Next year’s budget consists of 1.1269 trillion KRW in the general account and 17.5 billion KRW in the special account. Compared to this year, the general account increased by 114.4 billion KRW (11.3%), while the special account decreased by 1.5 billion KRW (7.9%).
Among the general account budget, the social welfare sector accounts for the largest share at 60.4%. It increased by 49.6 billion KRW from 2021 to 680.8 billion KRW, with 167.8 billion KRW for basic living security, 86.4 billion KRW for vulnerable group support, and 159.1 billion KRW for childcare, family, and women.
Due to the district’s characteristics with a large welfare target population, the high proportion of the social welfare budget is a recurring matter every year, but the district aimed to establish a customized welfare system for various targets independently from the central government’s welfare projects.
In particular, 5.7 billion KRW was allocated for projects for the relatively neglected youth group, such as building a youth job center and supporting unemployed youth.
Also, from next year, Nowon-gu will operate safe childcare services by reducing the number of children per teacher through the operation of Nowon Safe Daycare Centers. In addition, 3.22 billion KRW will be invested in building the second senior welfare center to meet various welfare needs of seniors, and 2.27 billion KRW will be invested in building a children’s complex facility to provide a healthy play culture environment for children and adolescents.
Furthermore, 37.9 billion KRW was allocated to provide high-quality health care services in preparation for the With-COVID era, including COVID-19 vaccinations, flu vaccinations, and national immunizations. This is a 54.7% increase from the previous year and the highest increase among expenditure functions.
The culture and tourism sector was allocated 41.4 billion KRW. The district will actively engage in infrastructure projects for sports facilities by region, such as the Suraksan Sports Town scheduled for completion in 2022 and the construction of the Gongneung-dong Community Sports Center, as well as cultural enjoyment facility projects such as the construction of the Junggye Culture and Health Center, remodeling of the Nowon Culture and Arts Center, and creation of a traditional culture experience center.
The environment sector will invest 66.1 billion KRW, a 37.7% increase from this year. Environmental projects such as food waste and household waste treatment and resource recycling promotion will be promoted, and efforts will be made to create an environment for rest with nature through projects such as the creation of Suraksan Natural Recreation Forest, Choansan Circular Trail, and accessible neighborhood park regeneration.
The industry and small and medium business sector will operate with 7.1 billion KRW from the general account and funds to support customized job projects such as loans for small business owners and startup events for youth job creation. It will also operate a labor welfare center for vulnerable workers and the Nowon Makers One project, a startup support space related to the 4th industrial revolution. In addition, efforts will be made to revitalize local economies and alley markets through issuing Nowon Love Gift Certificates, modernizing traditional market facilities, improving signboards, and constructing parking towers.
The general public administration and safety sector has a budget of 55.7 billion KRW, including 2.6 billion KRW for the presidential election and simultaneous local elections and 1.1 billion KRW for disaster management fund transfers for various disaster preparedness.
The education sector includes 27.8 billion KRW, supporting free kindergarten meals from this year and expanding entrance preparation funds from middle and high school students to elementary students to support healthy growth. The district will also expand lifelong learning participation opportunities for residents through the establishment of Wolgye and Sanggye Lifelong Education Centers and support for public-private cooperation.
This budget proposal will be finalized after going through the standing committee and the special budget and accounts committee and will be approved at the plenary session next month.
Oh Seung-rok, Mayor of Nowon-gu, said, “Although the 2022 budget size increased compared to this year, the actual available resources are not abundant due to the increased district share of city-district financial burden and costs for legally required projects such as local elections,” adding, “We will carefully consider the difficulties of residents caused by COVID-19 and make every effort to help Nowon-gu leap forward as a cultural and economic hub in the northeastern region.”

The Spatial Environment Strategic Plan is a project continuously supported by the Ministry of Land, Infrastructure and Transport since 2015 to improve the design level of public spaces and public buildings and to prepare an integrated plan. In 2021, Gangdong-gu was selected as the target area and received 133 million KRW in national funding to proceed with the project.
Gangdong-gu is currently facing accelerated regional imbalance due to the development of large-scale apartment complexes such as the Godeok Gangil Public Housing District, making it necessary to have an integrated and systematic strategic plan to resolve regional imbalance and revitalize the declining old downtown area.
Accordingly, in this project, the district plans to establish a direction for creating integrated spaces and securing functional and physical connectivity among various redevelopment projects underway in the old downtown area of Gangdong-gu, such as Seongnae and Cheonho Redevelopment Promotion District, C3 Special Planning Zone, and Seongnae 2-dong Urban Regeneration Project.
Also, the ‘Gangdong Landscape Nuri Group,’ consisting of 37 Gangdong residents, will participate in the establishment of the Spatial Environment Strategic Plan to discover substantial landscape projects and reflect residents’ opinions in the plan.
The ‘Gangdong Landscape Nuri Group’ will participate in the plan by conducting monthly road checks to identify local landscape issues and discuss ways to improve them.
Lee Jung-hoon, Mayor of Gangdong-gu, said, “Through the activities of the ‘Gangdong Landscape Nuri Group,’ we plan to actively reflect residents’ opinions in the Spatial Environment Strategic Plan,” adding, “We will prepare an execution plan accordingly and establish a master plan for an integrated urban image and spatial environment creation.”
Gwangjin-gu (Mayor Kim Sun-gap) is recruiting disabled workers to participate in the ‘2022 Disabled Employment Project.’
This project was prepared to expand social participation opportunities for vulnerable disabled people by directly providing public jobs in accordance with the Disabled Welfare Act and its enforcement decree and to help them live independently through income security.
The recruitment period is until December 1, and applicants must be unemployed disabled persons aged 18 or older registered under the Disabled Welfare Act residing in Seoul.
The total number of recruits is 129, an increase of 19 from 2021. The detailed recruitment numbers are 46 full-time, 30 part-time, and 53 welfare jobs.
Salaries apply the 2022 minimum wage standard (9,160 KRW per hour). Full-time workers working 8 hours a day, 5 days a week receive 1,914,440 KRW per month, part-time workers working 4 hours a day, 5 days a week receive 957,000 KRW per month, and welfare jobs work 14 hours a week, 56 hours a month, receiving 512,960 KRW per month.
Those wishing to participate can visit the Gwangjin-gu Social Welfare and Disabled Division with their ID and related documents to apply in person.
After the recruitment period ends, participants will be selected through a first document screening and a second interview. The selection results will be posted on the district website on December 15 and individually notified.
Selected participants will be assigned to the district office, community service centers, and disabled welfare institutions and work from January 1 to December 31 next year. Work areas include administrative assistants, meal assistants, welfare service support, and environmental cleanup.
Kim Sun-gap, Mayor of Gwangjin-gu, said, “We are promoting the 2022 Disabled Employment Project with 19 more people than last year to help disabled people who face more difficulties finding jobs due to the prolonged COVID-19 pandemic,” adding, “We will continue to support vulnerable groups to guarantee work opportunities and stable lives.”
Despite the difficulties caused by COVID-19, warm donations through local communities are attracting attention.
On the chilly winter day of the 22nd, Pastor Ho Yong-han of Oksu Central Church, located on the border of Kumho-dong and Oksu-dong, donated to the Oksu-dong Community Service Center.
Although church offerings decreased due to the increase in non-face-to-face worship during the COVID-19 situation, the church voluntarily donated funds to help neighbors in need. Although the amount was not large, the church donated 5 million KRW each to three nearby neighborhoods (Oksu, Kumho 2·3-ga, Kumho 4-ga) asking to be used for neighbors in need.
This donation will be delivered with warmth to low-income households as scholarships or to elderly living alone in the area to help them overcome the early arrival of cold weather and cold waves compared to previous years.
The Oksu-dong Community Service Center is conducting the ‘Hope Ondol Warm Winter Campaign’ to discover neighbors in need who are in welfare blind spots and deliver warmth.
The ‘Hope Ondol Warm Winter Campaign’ collects donations and goods to support low-income families and provides medical, housing, living, and education expenses to crisis families facing sudden accidents, unemployment, or illness. The campaign runs for three months from November this year to February next year. Residents wishing to participate in the campaign can contact the Oksu-dong Community Service Center.
Pastor Ho Yong-han of Oksu Central Church said, “This year marks the 51st anniversary of the church’s establishment, and the church’s growth is due to efforts to breathe with the neighborhood’s neighbors in need,” expressing the church’s intention to continue efforts to give back to the local community.
