Haenam-gun Receives Prime Minister's Institutional Commendation for Excellence in Civil Complaints Administration
'First Ever "One-Stop Visit Civil Service Window Excellence Institution," Sole Selection in Jeollanam-do'

According to the county on the 24th, the one-stop visit civil service window is an integrated civil service processing system that handles complex civil complaints in one place without visiting separate individual departments, operated to provide prompt civil service.
Haenam County has been operating a dedicated permit window since 2003, and currently, out of 229 local governments nationwide, 219 have installed and operate one-stop visit civil service windows.
In particular, it was selected as an excellent institution for the first time since the installation of the dedicated window, recognizing the significantly improved level of civil service since the 7th local government administration.
Among the six excellent institutions selected nationwide, Haenam County was the only one selected in Jeollanam-do.
With the launch of the 7th local government administration, Haenam County prioritized the 'one-stop civil service processing' most needed from the perspective of civil petitioners and has been promoting fundamental improvements in various civil administrative procedures.
Strengthening the one-stop civil service processing, which was also the first directive after Mayor Myeong Hyun-gwan's inauguration, the county established a customized comprehensive plan for one-stop civil service administration, setting up 23 detailed tasks and promoting improvement measures to provide prompt and accurate civil service and customer-centered high-quality civil services.
The operation of the civil service counselor system, which eliminates the inconvenience of civil petitioners having to visit multiple departments directly for complex civil permit consultations by having the counselor collect review opinions from related departments and guide the petitioner at once, has received great response.
Along with the placement of civil service counselors at the window, the county maximizes convenience for civil petitioners by operating a public-private cooperative complex civil service free consultation window, continuously deploying civil petitioner guides, operating a night civil service office every Thursday, and expanding the installation of 365 unmanned civil service issuance machines.
Through this, Haenam County showed a processing time reduction rate of 77.82% (from 26,936 days to 5,975 days) compared to the statutory processing period, and a civil service satisfaction survey conducted on 800 civil petitioners in the first half of 2021 showed a comprehensive satisfaction rate of 97.1%.
Meanwhile, the 2021 City/County/District One-Stop Civil Service Window Excellent Institution Award ceremony was held on the 24th at Geumcheon-gu Office in Seoul, coinciding with the 12th Civil Service Officials Day event.
Mayor Myeong Hyun-gwan emphasized, “The establishment of one-stop civil service administration has been continuously promoted and settled as the top priority of the 7th local government administration, resulting in this excellent institution selection achievement. We will continue to do our best to ensure that civil service administration satisfying all residents is sustained by promoting customer-tailored civil services centered on the residents.”
