RFID Payment Also by Credit Card... Yeongdeungpo-gu Improves Food Waste Payment Method
Seoul's First Autonomous District Introduces Credit Card Payment Function to RFID Volume-Based Waste Bins in Residential Areas... T-money and Cashbee Purchase and Pre-Charge Not Required for Immediate Credit Card Payment... Pilot Operation in Daerim 3-dong from November 25, Full Expansion to All Neighborhoods by Mid-December
[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (District Mayor Chaehyunil) is the first autonomous district in Seoul to introduce a credit card payment function to the RFID food waste volume-based meters in general residential areas, and has officially started operation.
The RFID individual volume-based disposal system is known to have a significant waste reduction effect because users pay fees corresponding to the weight of the food waste they dispose of.
Also, after inserting a wireless recognition card into the volume meter and disposing of food waste, the fee measured according to the weighed amount is immediately paid, or in the case of apartment complexes, the cost is included in the apartment management fees, making it easy to use and dispose of, which has received positive responses from many users.
However, the existing payment method required purchasing T-money or Cashbee transportation cards separately and preloading money, which was inconvenient.
Accordingly, the district introduced a method that allows payment of disposal fees without purchasing a separate card if you have a credit card with transportation card functionality.
In October, to ensure smooth introduction and operation of the credit card payment system, the district signed a service agreement with the e-commerce company KSNET, and starting from November 25 in Daerim 3-dong, plans to gradually expand the credit card payment function to all volume meters installed in general residential areas within the district by mid-December.
Following the pilot installation of 20 RFID volume meters in general residential areas in 2019, the district expanded the installation to 274 volume meters covering all neighborhoods in general residential areas in 2020, the first among Seoul’s autonomous districts, and newly deployed 20 units this year. Additionally, the district manages and operates a total of 1,257 volume meters in apartment complex areas, continuously striving for the treatment and reduction of food waste.
Going forward, the district plans to focus on post-monitoring and expanded operation by inspecting the normal operation and management status of devices to prepare for corrosion, aging, or malfunction, and continuously discovering sites for replacement and new installation of volume meters.

Yeongdeungpo District Mayor Chaehyunil said, “Since the main policy of the 7th elected term focuses on basic administration directly related to residents’ lives such as cleaning, environment, and housing, and on field-centered hands-on administration, we have introduced a simpler and easier food waste disposal payment system for residents. We will continue to listen to residents’ inconveniences and strive to implement open administration that actively improves them.”
