Governor Myunhyun Kwan Outlines Next Year's County Administration Direction in Policy Address to Haenam County Council

[Haenam = Asia Economy Honam News Bureau, Kim Hyun] Haenam County in South Jeolla Province has set its top priority for next year's county administration as revitalizing the local economy through restoring daily life from COVID-19. The county plans to pool efforts across all sectors, including agriculture and fisheries, tourism, distribution, environment, and citizen services.

On November 23, County Governor Myunhyun Kwan explained the achievements of the 7th elected administration and presented the direction for Haenam County's governance in 2022 during his policy address at the regular session of the Haenam County Council.

Governor Myunhyun Kwan stated, "The 7th elected administration of Haenam County has focused on clean governance based on the three principles of fairness, equity, and transparency, building trust and keeping promises." He highlighted that the county has stood out in various evaluations, including receiving the highest (SA) grade for three consecutive years in the Manifesto Pledge Implementation Assessment and ranking first in integrity among South Jeolla Province counties.

He also evaluated this year as a standout for economic revitalization, citing achievements such as establishing the Haenam Minam Festival as a signature food festival, activating the Haenam Sarang Gift Certificate program, which recorded the highest sales among county-level regions nationwide, securing 517.9 billion won in public project funding, attracting the National Agricultural Food Climate Change Response Center, and signing investment agreements for a European Village theme park in the Solaseado Corporate City. These efforts led to continued success in attracting corporate and institutional investments.

Furthermore, with the opening of the new county office building, the county will focus its administration next year on revitalizing the local economy as a starting point for full restoration of daily life after COVID-19, aiming to deliver tangible happiness to its residents.

In his policy address, Governor Myunhyun Kwan outlined the direction for next year's county administration as follows: ▲ Sustainable growth through clean governance based on trust and promises and ESG management ▲ Building a prosperous agricultural and fishing community that leads future bio-industries ▲ Fostering a cultural, healing, and tourism city that adds value to life ▲ Enhancing economic vitality through a virtuous cycle system ▲ Realizing inclusive welfare that leaves no resident behind by caring for each individual's life.

Key initiatives by sector include expanding ESG administration encompassing Environment, Social Responsibility, and Ethical Governance; achieving carbon neutrality in Haenam by 2050 through the integration of the Climate Change Response Center; strengthening the competitiveness of the agri-food industry by establishing the Haenam Sweet Potato Research Center and a specialized kimchi production complex; revitalizing the Solaseado Corporate City and the Oceano Tourism Complex; creating a support complex for offshore wind power generation in Hwawon and a shipbuilding industry cluster; and focusing on establishing a 50 billion won scholarship fund and creating an educational foundation to nurture future generations.

To ensure smooth administration, the county has submitted a 2022 budget proposal of 839.9 billion won to the county council, a 6.7% increase from this year's main budget.

Governor Myunhyun Kwan stated, "The rapid changes in internal and external environments are, in fact, providing an opportunity to foster simultaneous growth in the economy and disease control, expand the scope of county administration through strengthening online capabilities, and reevaluate the importance of ethical management." He added, "We will do our utmost to achieve the development of Haenam by responding proactively to changes and pioneering new paths with the spirit of Eungbyeon Changsin (innovation in response to change) and the mindset of Saseok Seongho (perseverance and determination)."
