President Moon: "Korea and Costa Rica Closely Cooperate in Carbon Neutrality Process"
Part-time President "Relations Between Two Countries Rapidly Closer After President No's Visit"
[Asia Economy Reporter Lee Ji-eun] On the morning of the 23rd, President Moon Jae-in held a summit with Carlos Alvarado Quesada, President of Costa Rica, who is on a state visit to Korea, and proposed "closely cooperating in the process of carbon neutrality." President Alvarado said, "Since President Roh Moo-hyun's visit in 2005, the relationship between the two countries has rapidly grown closer."
President Moon said at the summit with President Alvarado that day, "It was impressive that President Alvarado explained Costa Rica's climate and environmental policies during the 26th UN Climate Change Conference of the Parties (COP26) summit and urged leaders of various countries to change their actions."
President Moon added, "I hope that the two countries will closely cooperate in the process of carbon neutrality to promote the achievement of policy goals and lead the international community's response to climate change," and said, "I hope that Costa Rica's '3D Economy Achievement Policy' and our country's Green New Deal policy will be linked, and that green technology and biodiversity-related cooperation between the two countries will be strengthened based on the 'Memorandum of Understanding on Environmental Cooperation' to be signed this time."
The 3D Economy Achievement Policy is a strategy announced by Costa Rica last March to establish Digitalization, Decarbonization, and Decentralization.
In response, President Alvarado said, "The two countries are cooperating in the fields of digital technology, science and technology, aerospace, tourism, film, hydrogen fuel cells, and electric mobility, and especially in the environmental field, the Invio National Research Institute and the Korea Life Sciences Institute have been conducting joint research on biodiversity since 2008," adding, "The Memorandum of Understanding on Digital Government and Science and Technology Cooperation to be signed today will be an important mechanism in the post-COVID-19 era." He also mentioned that Korean cars will be given priority in the public transportation sector, which is scheduled to switch to electric and hydrogen vehicles."
President Alvarado also said, "Since President Roh Moo-hyun's visit in 2005, the relationship between the two countries has rapidly grown closer," and requested President Moon to visit Costa Rica. In response, President Moon recalled when President Roh Moo-hyun visited Costa Rica in 2005 and replied, "Costa Rica maintains peace without an army, makes special efforts to preserve the environment and biodiversity, uses renewable energy, and plays a leading role in carbon neutrality, so it is a country from which we can learn a lot."
President Moon explained the Korean Peninsula peace process and requested the support of Costa Rica, a representative peace-oriented country in the international community. President Alvarado responded, "I fully support President Moon's bold decision and courageous efforts to achieve peace on the Korean Peninsula."

President Moon evaluated the summit as "an opportunity to jointly seek a future-oriented and mutually beneficial cooperative relationship" and concluded the meeting by expressing hope that it would lead to practical and concrete results. The two leaders adopted a joint declaration containing the results of the summit, and after the meeting, they attended the signing ceremonies of memorandums of understanding on ▲science and technology ▲digital government ▲environment ▲triangular cooperation.
