Preventing Budget Waste and Enhancing Financial Efficiency
[Asia Economy Honam Reporting Headquarters, Reporter Heo Seon-sik] Gwangyang City, Jeonnam announced on the 17th that it has published the "Construction Quality Review Application Standards and Casebook" to prevent budget waste in public projects such as construction, services, and goods procurement in advance, and to ensure efficient financial management.
The construction quality review system is a system that thoroughly examines the appropriateness of application standards (regulations) from the pre-order stage of various projects, including cost reduction, application of standard unit prices, double accounting, omission of design work types, and minimization of design (changes). Over the past five years, it has reviewed 3,747 cases worth 511.2 billion KRW, achieving a budget saving of 15.3 billion KRW.
Additionally, by reflecting locally produced materials from regional companies in the design documents, it also contributes to revitalizing the local economy.
This "Application Standards and Casebook" is expected to be distributed to departments, towns, and related agencies (fire stations, education offices) in November and used as a technical guideline reference for design documents in various fields of public projects.
Furthermore, it will be utilized as educational material for newly appointed technical public officials to cultivate their ability to prepare design documents and ensure sound construction.
Meanwhile, the Audit Office operates a "Technical Books Related Library" by purchasing technical manuals and application standards necessary for preparing design documents, making it a place where anyone can communicate and empathize, and where all employees can access and refer to the materials.
Lee Sam-sik, head of the Audit Office, said, "We will do our best to strengthen professional capabilities to prevent poor construction in advance, shorten the construction quality review processing period from 10 days to within 3 days, and ensure rapid financial execution and early ordering in 2022."
