Expansion of Remodeling Promotion in Aging Complexes
Communication Channel for Discussions with Government and Projects
[Asia Economy Reporter Kim Min-young] Recently, as remodeling promotion has expanded mainly in aging mid-rise complexes, it has been confirmed that the 'Apartment Remodeling Association' is preparing to launch.
A representative of the Greater Seoul Metropolitan Remodeling Federation stated on the 17th, "We aim to launch early next year by establishing an apartment remodeling association with the nature of a corporation and will apply for corporate registration with the Ministry of Land, Infrastructure and Transport."
Remodeling was introduced in 2001 through an amendment to the Building Act. In September of that year, the Korea Remodeling Association received official approval as a corporation from the Minister of Construction and Transportation (now the Minister of Land, Infrastructure and Transport). Members of the Korea Remodeling Association mainly include construction companies, interior design firms, and architectural offices. In the case of apartment and other multi-family housing remodeling, it has the character of a fellowship organization combining regional remodeling promotion committees such as the Pyeongchon Federation, Greater Seoul Metropolitan Remodeling Federation, and 1st New Town Remodeling Federation.
Moreover, a federation official mentioned that it is difficult to unify opinions due to the complex interests of individual complexes wishing to promote remodeling. Especially recently, as the number of complexes preferring remodeling over reconstruction has increased, they decided to form a consultative body that can serve as a communication channel to discuss remodeling projects with the government.
The official said, "There are many gaps in the remodeling-related laws, so there are many suggestions to make to the government. However, it is difficult to even arrange a meeting with the Ministry of Land, Infrastructure and Transport because we are not an association."

In fact, many aging mid-rise apartments built since the 1990s have not yet reached the reconstruction period, and due to the high existing floor area ratio, the trend is to choose remodeling instead of reconstruction. According to the Korea Remodeling Association, the number of remodeling association-established apartments, which was 54 as of the end of last year, surged to 93 complexes as of the end of last month. In terms of the number of households, it amounts to 67,243 households. Seoul City also announced the '2025 Seoul City Apartment Remodeling Basic Plan' earlier this month, expressing its intention to revitalize remodeling.
