Human Rights Commission: "Fixed-term Teacher Experience Must Be Recognized When Selecting Education Specialists"
[Asia Economy Reporter Jeong Dong-hoon] The National Human Rights Commission has recommended to the Minister of Education and the nine metropolitan and provincial superintendents of education to "improve the system to recognize the work experience of fixed-term teachers who have performed the same or similar duties as regular teachers in the eligibility requirements for educational career when selecting educational professionals." The Ministry of Education has announced plans to accept this recommendation.
According to the Human Rights Commission on the 16th, the Ministry of Education stated that it will revise and implement Article 14 of the "Education Public Officials Personnel Management Regulations" by March 1 next year, which recognizes the work experience of fixed-term teachers as teaching experience for eligibility in the open competitive examination for selecting educational professionals.
The Human Rights Commission's Discrimination Remedy Committee stated regarding the complaint that the Ministry of Education did not recognize the work experience of fixed-term teachers other than regular teachers' work experience in the eligibility for the 2020 Ministry of Education educational professional selection, "Since fixed-term teachers perform duties replacing regular teachers in cases such as leave or absence of regular teachers, it is difficult to consider that there is an essential difference between the duties of regular teachers and fixed-term teachers, and therefore recommends improving related systems."
Seven metropolitan and provincial superintendents of education (Daegu, Daejeon, Ulsan, Sejong, Chungbuk, Chungnam, Jeonnam) have responded with implementation plans to recognize the work experience of fixed-term teachers when selecting educational professionals in the future. Two metropolitan and provincial superintendents of education (Incheon, Jeonbuk) replied that they will implement the recommendation once the grounds for recognizing fixed-term teachers' work experience, such as revision of related regulations and improvement of the education administration system, are established. Since the Ministry of Education has announced plans to revise and implement related regulations, it is expected that the two metropolitan and provincial superintendents will also comply with the Human Rights Commission's recommendation.
