Hwang Doyeong, Gwangju Nam-gu Council Member, Wins Two Awards at the Democratic Party Excellent Ordinance Competition
[Asia Economy Honam Reporting Headquarters Reporter Park Jin-hyung] On the 15th, it was announced that Hwang Do-young, a member of the Gwangju Nam-gu Council, received the Party Representative Award (1st Class Commendation) at the Excellent Ordinance Contest for Local Councils hosted by the Democratic Party’s Chamjoeun Local Government Committee.
The awarded ordinance is the "Ordinance on Improving Integrity and Preventing Corruption in Nam-gu, Gwangju Metropolitan City," which Councilor Hwang Do-young proposed as the main sponsor and enacted in March this year. It established the basis for promoting various integrity activities to create a fair and transparent culture of integrity and realize a district administration trusted by residents.
The ordinance includes provisions such as the ‘Comprehensive Plan for Improving Integrity’ reflecting the results of integrity assessments, ‘Integrity Happy Call’ which proactively responds to factors causing corruption, the ‘Integrity Mileage System’ as a voluntary integrity practice method for public officials, ‘Public Official Integrity Evaluation,’ and ‘Integrity Award Operation.’
To measure the transparency and appropriateness of processes in public works and service supervision, subsidy support, permits and approvals, and other civil service tasks, the ordinance allows the operation of the ‘Integrity Happy Call.’
To enhance the integrity of public officials, it also includes annual integrity evaluations of public officials in areas such as job integrity, efforts to practice integrity, and organizational culture improvement, as well as the operation of a self-management system for public officials.
In particular, to prevent improper solicitations and ensure integrity in work processes, the ordinance mandates the submission of an integrity pledge from public officials, bidding participants, contract partners, and subsidy project operators.
Councilor Hwang Do-young previously won an Excellence Award in 2019 for the "Ordinance on the Use of Safe Food Ingredients Free from Genetically Modified Organisms (GMO) and Harmful Substances in Nam-gu, Gwangju."
Councilor Hwang is a first-term member of the 8th Nam-gu Council and currently serves as the Chairperson of the Nam-gu Council’s Steering Committee. During his 8th term, he proposed 44 ordinances (28 individually and 16 jointly) and made 15 five-minute free speeches, the highest among the 11 council members. His constituency includes Wolsan, Wolsan 4, Wolsan 5, Juwol 1, Juwol 2, and Bongseon 1-dong.
