'One Year of Publicizing Child Abuse Investigations, Speaking from the Field' Online Discussion Held
Professor Lee Sujeong, Child Abuse Dedicated Officials, Police Participate... Assessing Achievements and Exploring Joint Cooperation Measures
[Asia Economy Reporter Lim Cheol-young] On the 20th, Seoul Metropolitan Government, Seoul Metropolitan Police Agency, and Seoul Foundation of Women and Family announced that they will livestream online on the 21st at the Gender Equality Library of Seoul Women’s Plaza the non-face-to-face discussion titled “Strengthening Cooperation among Seoul’s Child Abuse Response Personnel ? Reflecting on the First Anniversary of Public Child Abuse Investigation,” which reviews the achievements of the past year and explores joint cooperation plans through the voices of child abuse experts and Seoul’s child abuse response personnel.
First, Professor Lee Soo-jung of the Department of Criminal Psychology at Kyonggi University will present on the theme of “Child Abuse Response Based on Cooperation.” Professor Lee proposes ways to reduce differences in perspectives on child abuse among response personnel and suggests directions for cooperation during intervention and measures in child abuse cases. Focusing on the intervention procedures and cooperation plans of child abuse response personnel, she will discuss ▲understanding the characteristics of victimized children and perpetrators and factors related to child abuse ▲intervention procedures through cases (prevention-discovery-restraint-investigation-measures) and issues ▲advantages and limitations of child abuse checklists used by domestic and international response personnel ▲and the establishment of a continuous public intervention system to prevent re-abuse.
Response personnel who have worked on the ground since the publicization of child abuse investigations will share their experiences over the past year and explore prevention and response measures through community-based cooperation. The case of local government activities will be presented by Kwon Oh-beom, officer of the Child Protection Team at Yongsan District Office. He will share the current status of infrastructure establishment for public child abuse prevention and response, including the deployment of 85 dedicated child abuse officers across 25 autonomous districts in Seoul, strengths of local government cooperation in child abuse prevention, difficulties faced by cooperation entities on the ground, and proposed alternatives.
The police activity case will be presented by APO Sergeant Kwak Hyun-jung of the Women and Youth Division at Gwanak Police Station. She will discuss exemplary cases of establishing the child abuse response system on the ground, victim-centered guidance procedures, and suggestions for strengthening the child abuse response system. The case of child protection agencies will be presented by Kim Byung-ik, director of the Seongbuk Child Protection Agency. He will talk about the status and achievements of child abuse response in autonomous districts, field stories, and improvement tasks such as establishing a Seoul-type child protection agency.
This non-face-to-face discussion will be broadcast live for approximately 120 minutes through the Seoul Foundation of Women and Family’s YouTube channel. The child abuse prevention policies shared and proposed during the webinar will be actively reflected in the future policy directions and detailed implementation tasks of Seoul City.

Kim Sun-soon, Director of the Seoul Metropolitan Government’s Women and Family Policy Office, said, “Since last year, we have been supporting the solidification of a cooperative response system between the public and private sectors within the fully revamped child abuse response system,” adding, “We hope many people will show interest and participate in this event where field experts gather to explore cooperation plans to create a Seoul where all children can grow up safely.” Jung Yeon-jung, CEO of the Seoul Foundation of Women and Family, said, “We expect this discussion to be a meaningful opportunity to establish an integrated education system to strengthen the capabilities of child abuse response personnel in the future.”
