Videos posted by party attendees on social networking services (SNS) suggest that they did not follow quarantine guidelines such as wearing masks.
On the 30th of last month, a post titled "Please punish those who held a group party on an uninhabited island to evade COVID-19 quarantine measures" was uploaded on the Blue House's public petition board.
The petitioner said they watched videos of the party attendees and lamented, "For one and a half years, many people have refrained from gatherings and endured hardships for the safety of society and the community, but if those who blatantly display and boast about their deviant behavior are not punished, it will cause feelings of deprivation and anger."
They added, "I reported this video to the Safe Report system, but I only received a response saying they could not help without knowing the names, addresses, or exact location of the incident. I gave up because I thought it would be the same if I reported it to the police."

On the same day, the party videos mentioned in the petition were shared on various online communities. The videos were reportedly first uploaded on the video streaming SNS 'TikTok.'
The videos show dozens of people, including foreigners, gathered on a boat, talking and dancing. They appear not to have followed quarantine guidelines such as wearing masks and social distancing.
The location where the videos were filmed is presumed to be near Ongjin-gun, Incheon. According to Ongjin-gun and the National Safe Report system, it was confirmed that dozens of people, including foreigners, moved from Seoul to Incheon during the Chuseok holiday last month and held a party on Seoseungbongdo, near Jawol-myeon.
On the 23rd of last month, a citizen reported to the National Safe Report system, "Foreigners are gathering in groups and partying on the uninhabited island Seoseungbongdo. They are holding a club all night, hugging and causing a commotion."

In response, Ongjin-gun stated, "From the photos, it is confirmed that there are more than five people, but it is impossible to verify identities from the photos. Fines can only be imposed if violations are caught on-site, which is currently impossible," but added, "We are continuously monitoring for quarantine rule violations and will strengthen inspections in the future to do our best in quarantine management."
