Consensus on Practical Standards for PP Evaluation Criteria and Procedures
Disagreement over Scoring Methods and Channel Reorganization
[Asia Economy Reporter Minyoung Cha] The Ministry of Science and ICT announced on the 15th that it held the 'Paid Broadcasting Industry Win-Win Council' to discuss measures to resolve conflicts within the paid broadcasting industry and promote cooperative coexistence.
The Win-Win Council was organized by the Ministry of Science and ICT ahead of the 'Broadcast Channel Fee Determination Improvement Council,' jointly operated with the Korea Communications Commission, to prevent the spread of conflicts within the paid broadcasting industry and expedite agreements for cooperative coexistence.
The main agenda items were the standard proposals for 'PP Evaluation Criteria and Procedures,' prepared together with the Korea Information Society Development Institute (KISDI), and the 'Improvement Plan for Regular Paid Broadcasting Channel Restructuring.'
As a result of weekly working-level meetings of the Win-Win Council conducted by the Ministry of Science and ICT, the industry reached a practical consensus on the evaluation targets, evaluation methods and procedures, evaluation items, and scoring (draft) related to the PP evaluation criteria and procedures standard proposal.
However, there are differences of opinion regarding the detailed scoring methods and improvements to regular channel restructuring, requiring further adjustments.
Oh Yong-su, Director of Broadcasting Promotion Policy, stated, “There are still some parts to be adjusted in the details despite today's discussions,” adding, “The details of the two issues discussed today will be finalized at the next Win-Win Council after additional working-level discussions.”
He emphasized, “When the paid broadcasting industry grows its competitiveness by making mutual concessions within the broad framework of cooperative coexistence, the entire paid broadcasting sector can share the results.”
