Jeon Nam-do Councilor Woo Seung-hee Passes 'Solar City Enterprise City Development Support Ordinance'
[Asia Economy Honam Reporting Headquarters Reporter Lee Jun-kyung] Woo Seung-hee, a member of the Jeonnam Provincial Assembly (Democratic Party of Korea, Yeongam 1), who proposed the "Partial Amendment to the Jeollanam-do Solar City Enterprise City Development Project Support Ordinance," has had the ordinance passed at the 356th extraordinary session plenary meeting, thereby establishing an institutional basis for sharing development profits from the enterprise city project and linking them to income generation for local residents.
"Solar City (SOLASEADO)" is a tourism and leisure enterprise city being developed from 2006 to 2025 in Samho-eup, Yeongam-gun, and Sanim-myeon, Haenam-gun, Jeonnam, with a project cost of 2.3188 trillion KRW (urban development costs) invested.
However, Assemblyman Woo pointed out, "To create the Solar City enterprise city, local residents gave up their livelihoods such as shared waters and reclaimed land, but the original residents are marginalized and the profits flow out to outsiders."
He added, "It should be a development project that raises residents' pride, leads to regional development, and is sustainable."
The amended ordinance actively seeks ways for local win-win development, such as sharing development profits with residents within the development project, and recommends prioritizing the hiring of local residents when installing public convenience facilities.
It also encourages that some spaces within public convenience facilities be operated by village communities, corporations, or organizations within the development project, and includes content on awareness education for early activation of the development project.
