Public Survey Before Establishing a 5-Year Plan for the Private Qualification System

[Sejong=Asia Economy Reporter Moon Chaeseok] The government is launching a public survey to establish a national basic five-year plan regarding the private qualification system.
The Anti-Corruption and Civil Rights Commission and the Ministry of Education announced on the 14th that they will conduct a public survey from the 15th to the 30th related to the '4th Basic Plan for Qualification Management and Operation,' which will be established by the end of the year and applied until 2026. They will gather public opinions on the overall private qualification system through 'Gukmin Saenggakham,' the online policy participation platform of the Anti-Corruption Commission.
The basic plan is established by the government every five years according to Article 7 of the 'Qualification Framework Act.' It includes building a qualification system, linking qualifications with industrial sites, protecting consumers through qualification quality management, and enhancing the usability of qualifications. In 2008, the first year of implementing the private qualification registration system, 655 qualifications were registered, and now the number has increased to about 44,000.

View original imageThis public survey is conducted considering the rapid increase in private qualifications amid rising life expectancy and rapid social structural changes. It asks whether the public agrees on the necessity of private qualifications and what should be considered for the sound operation and development of the system. The 3rd plan announced in 2016 focused mainly on discovering new industries such as AI.
Jung Byung-ik, Director of the Lifelong Education Bureau at the Ministry of Education, said, "Private qualifications play a role in providing personal competency information when getting a job, changing jobs, or recruiting, and are closely related to people's lives, so we expect various opinions to be presented. We will strive to establish a qualification system that reflects public opinions and to enhance the reliability and effectiveness of private qualifications."
