On the same day, Choi and Hwang visited the Supreme Prosecutors' Office in Seocho-gu, Seoul, to submit the complaint. The complaint named former Prosecutor General Yoon, Yoon's spouse Kim Gun-hee, Chief Prosecutor Han Dong-hoon, former Deputy Director of the Investigation Information Office Son Jun-sung, People Power Party members Kim Woong and Jeong Jeom-sik, and unidentified persons as defendants.
The charges include five counts: breach of official secrets, abuse of authority to obstruct the exercise of rights, violation of the Personal Information Protection Act, election interference, and violation of the Public Official Election Act. Regarding why the complaint was filed with the Supreme Prosecutors' Office instead of the High-ranking Officials' Crime Investigation Unit (HOCI) currently conducting the investigation, Supreme Council member Hwang explained, "We focused on the violation of the Public Official Election Act as the core," and added, "Since this case falls within the scope of direct prosecution by the prosecution, we submitted it to the Supreme Prosecutors' Office."
On the reason for listing unidentified persons as defendants, they said, "The circumstances under which the accusation was created have not been revealed," and "This is to request that those circumstances be clarified." They claimed that Kim Gun-hee and Chief Prosecutor Han Dong-hoon actively approved and were involved in the criminal acts of former Prosecutor General Yoon and Prosecutor Son.

Leader Choi stated, "A complaint drafted based on a draft received from People Power Party member Jeong Jeom-sik was submitted to the Central District Prosecutors' Office, but it was later confirmed that the recipient was changed to the Supreme Prosecutors' Office." This implies that the submitted complaint and the 'solicitation suspicion' complaint filed with the Supreme Prosecutors' Office are related. He expressed, "I feel devastated that the prosecution, ruined by political prosecutors, has come to this state," and added, "The prosecution has the responsibility to thoroughly investigate whether it is a state institution or a gangster group."
