'Electronic Monitoring Bracelet Tampering and Serial Murder' Sex Offender to Undergo Detention Hearing Tomorrow
[Asia Economy Reporter Lee Jung-yoon] The pretrial detention hearing for Kang Mo (56), who damaged an electronic tracking device (electronic anklet) and murdered two women, will be held on the 31st.
According to the police and courts on the 30th, Kang's detention hearing will be conducted at around 10:30 a.m. on the 31st at the Seoul Eastern District Court, presided over by Judge Shim Tae-gyu, who is in charge of warrants. Earlier that day, the Seoul Songpa Police Station applied for an arrest warrant for Kang on charges including murder and violation of the Act on the Attachment of Electronic Devices.
Kang is suspected of murdering two women in their 40s and 50s. He is also accused of damaging the electronic anklet and fleeing.
The police believe Kang's first crime occurred between 9:30 p.m. and 10 p.m. on the 26th, and the next crime happened around 3 a.m. the following day. The police and the Seoul Eastern Probation Office only discovered the damage to Kang's electronic anklet on the 27th and began tracking him. He discarded the electronic anklet near Mongchontoseong Station on Subway Line 8, then drove a rental car to Seoul Station. According to CCTV tracking by the police, Kang's final known destination was Gimpo Airport Station on the subway.
The victims' bodies were found at Kang's residence and in the victim's vehicle, respectively. An autopsy suggested that the victims died from strangulation.
On the morning of the 29th, around 8 a.m., Kang drove the victim's car to the Songpa Police Station and surrendered. During the police investigation, Kang reportedly stated that the motive for the crimes was related to "financial matters." The victims were acquaintances of Kang.

Meanwhile, Kang has been punished 14 times since his teenage years for charges including special theft. In September 2005, he was sentenced to 15 years in prison for threatening a woman in her 20s with a weapon inside a car, robbing her of money and valuables, and sexually assaulting her (special forced sexual assault). He was released in May of this year after serving his sentence.
