[Asia Economy Reporter Jo Gang-wook] Alternative sites for urban housing supply candidates, which had been stalled due to strong opposition from residents around Taereung Golf Course (Taereung CC) and Gwacheon Government Complex, have been finalized. The supply volume from the two locations, after reducing the original supply scale and securing alternative sites, amounts to 14,300 households.
According to the government's plan announced on the 25th for the Taereung District and Gwacheon Government Complex alternative sites, the government decided to reduce the supply scale of the Taereung public housing district, originally targeted at 10,000 households under the August 4th measures last year, to 6,800 households. Instead, a total of 3,100 alternative units were secured through the Suraksan Station transit-oriented complex project (600 households), urban regeneration projects within Nowon-gu (600 households), and reconstruction of aging permanent rental housing such as Hagye 5 Complex (1,500 households) and Sanggye Madeul (400 households).
As a result, the development density improved from 284 people per hectare to 193 people per hectare, and the green space ratio in the public housing district expanded from about 25-30% to 40%, the government explained. For damaged areas outside the district, the government plans to secure about 50% green space through restoration projects.
The government plans to finalize the district designation and metropolitan transportation improvement measures for Taereung by early next year after starting public consultation with residents and conducting consultations with local governments and related agencies. Following this, the district plan will be approved in the first half of 2023, with resident recruitment in 2024 and completion and resident move-in targeted for 2027.
Regarding the Gwacheon Government Complex alternative site project, the newly planned site for 1,300 households, which had attracted attention, was decided to be in Galhyeon-dong, Gwacheon City. This site is approximately 120,000 square meters and is located within a 0.5 km radius of Indeokwon Station, offering excellent transportation conditions. The government initially planned to develop the government complex site in Gwacheon to supply 4,000 households but scrapped the plan due to resident opposition. In June, the government proposed supplying a total of 4,300 households by converting the use of self-sufficient land in the Gwacheon district and discovering nearby alternative sites, with 3,000 households from the former and 1,300 households from the latter.
The government explained that it secured a total of 3,000 households through increasing the floor area ratio for public housing within the new town (from 168% to 188%) by 700 households, converting the use of self-sufficient land for 1,500 households, and increasing the floor area ratio (from 500% to 600%) and residential ratio (from 60:40 to 70:30) for mixed-use residential-commercial land for 800 households. Additionally, it added that the proportion of urban support facility land in Gwacheon New Town will reach about 20%, roughly twice that of typical public housing districts (around 10%).
The government plans to approve the revised land use plan for Gwacheon New Town in the first half of next year and aims to designate the Galhyeon district as a district around the same time, pushing forward swiftly.

Yoon Sung-won, First Vice Minister of the Ministry of Land, Infrastructure and Transport, said, "As the alternative site projects for the core areas of the August 4th measures, Taereung District and Gwacheon Government Complex, are being actively promoted, we expect this to give momentum to other urban projects as well," adding, "We will continue to actively communicate with local communities and steadily promote housing supply."
