View original image[Asia Economy Reporter Heo Midam] A video showing a man chasing a woman driver’s car alone at full speed in the middle of the night has sparked public outrage online. The man stopped the woman’s car and was heard saying things like "I’m so hot" and "I’m getting in the car."
Recently, a video titled "A person who made eye contact and suddenly ran after me at full speed" was posted on the YouTube channel 'Han Moon-cheol TV.'
The woman who reported the incident, Ms. A, said, "Around 8 p.m. on August 4th, I started my car slowly in an alley and made eye contact with a man in his 20s." She added, "Since I had the interior light on while looking for something, he seemed to have seen me inside the car clearly."
She continued, "After making a left turn and driving straight for about 80 meters to get onto a main road, the man suddenly ran up and frantically knocked on the car door, stopping the car."
Ms. A explained, "At first, I thought I might have bumped into a pedestrian while passing through the alley, so I stopped the car and apologized. But the man told me to 'open the car door,' so I rolled down the window, and he said things like 'I’m so hot, I’m getting in,' and 'I’m struggling,' while continuously trying to open the door."
She said, "My mind went blank for a moment, and I couldn’t even think about reporting it. With the sole determination to get out of the situation, I took my foot off the brake, entered the main road, and escaped."
Additionally, Ms. A expressed frustration, saying, "When I came to my senses and wanted to report to the police, I was told that since I wasn’t assaulted, it couldn’t be reported as assault, and since the car wasn’t damaged, it couldn’t be reported as property damage. I wonder if there is any way to report this."
The released dashcam footage shows a strong adult man running at full speed behind Ms. A’s car. The man stopped the car and knocked on the door, saying things like "I’m struggling. Let me in."
Regarding this, lawyer Han Moon-cheol said, "According to Article 3 of the Minor Offenses Act, a fine of 50,000 won is possible."
According to Article 3, Clause 19 of the Minor Offenses Act, a fine may be imposed on a person who, without justifiable reason, blocks the road, picks a quarrel, gathers around, follows, or causes anxiety, annoyance, or discomfort to others by extremely rough or intimidating words or actions, or who intentionally exposes threatening tattoos in public places such as roads or parks used or frequented by many people, causing disgust to others.
