Identity Verification Possible via Smartphone Without Resident Registration Card
[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety is promoting the establishment of the ‘Resident Registration Card Mobile Verification Service’ by the end of January next year to prevent the misuse or forgery of personal information in case of loss of the resident registration card and to improve the inconvenience caused by carrying it at all times.
On the 28th, the Ministry of the Interior and Safety announced plans to build the ‘Resident Registration Card Mobile Verification Service’ to provide a function that allows verification of the name, resident registration number, address, issuing authority, and authenticity recorded on the resident registration card without the physical card. Unlike the ‘mobile ID’ that issues a resident registration card on a smartphone and stores personal information, the ‘Resident Registration Card Mobile Verification Service’ can be used simply by registering for the service without a separate issuance procedure.
This service does not store the resident registration card information on the smartphone, so there is no risk of personal information leakage even if the smartphone is lost. It will be transmitted in real-time encrypted form with the resident registration system and will apply multiple safety measures such as anti-forgery technology. After completing the identity verification process through ‘Government24,’ users receive an identity verification number (QR code) to display the resident registration card information on the screen or scan it to verify the authenticity of another person’s resident registration card.
The Ministry of the Interior and Safety plans to steadily promote the revision of the Resident Registration Act to establish a legal basis along with the system construction project so that the service can be implemented from the first half of next year.

Minister Jeon Hae-cheol said, “Through the Resident Registration Card Mobile Verification Service, citizens will be able to verify their identity more conveniently,” and added, “As the areas available through mobile use continue to expand, once the security and safety of mobile technology are verified, we plan to transition to mobile resident registration cards and provide more public services in various administrative areas through smartphones.”
