Human Rights Commission "Recommendation to Improve Treatment of Indefinite-Term Contract Workers in Central Administrative Agencies Rejected by Ministry of Employment and Labor and Ministry of Economy and Finance"
[Asia Economy Reporter Lee Gwan-joo] The National Human Rights Commission recommended the Ministry of Employment and Labor and the Ministry of Economy and Finance to establish reasonable wage standards to improve the labor rights of indefinite-term contract workers in central administrative agencies, but the recommendation was effectively rejected.
On the 14th, the Human Rights Commission reviewed the implementation plans submitted by the Ministry of Employment and Labor and the Ministry of Economy and Finance and judged that the recommendation was not accepted, publicly announcing the details.
In December last year, the Human Rights Commission recommended the Ministry of Employment and Labor and the Ministry of Economy and Finance to improve the treatment of indefinite-term contract workers by ▲establishing reasonable wage standards and making efforts to secure necessary funding ▲establishing reasonable welfare expense payment standards and securing necessary funding ▲creating dedicated departments or organizations to eliminate disparities in personnel and labor management among agencies ▲establishing standards for wage budget formulation and execution.
In response, the Ministry of Employment and Labor stated, "In principle, we agree, but since wage-related agendas are currently being discussed in the Development Council under the Public Service Committee, it is difficult at this stage to specify the scope and content of wage standard improvements," and the Ministry of Economy and Finance replied, "Based on a fact-finding survey and considering budget conditions, we plan to design a reasonable wage system."
However, since the Human Rights Commission noted that there were no concrete plans to improve wage standards or welfare expense payment standards and only stated that discussions would continue, it judged that the recommendation was effectively rejected. Regarding the establishment of dedicated departments and integrated management and operation systems, the Ministry of Employment and Labor only stated that it would discuss the matter, expressing uncertainty about whether it was desirable, which was also considered a rejection. The Ministry of Economy and Finance responded that "the current method of budget formulation is reasonable" regarding the establishment of budget formulation and execution standards.

The Human Rights Commission stated, "Welfare expenses are paid as a welfare measure regardless of the nature of the job, workload, or difficulty of the work, and there is no reasonable reason for them to be paid differently from public officials," expressing regret over the rejection of the recommendation by the Ministry of Employment and Labor and the Ministry of Economy and Finance and urging more active consideration.
