LH Launches Design Competition for Incheon Geomdan Multi-family Housing and Urban Support Facility Sites
Supplying One Parcel Each of Residential Complex Land and Urban Support Facility Land as a Package

View original image[Asia Economy Reporter Kangwook Cho] Korea Land and Housing Corporation (LH) announced on the 11th that it has conducted a design competition for two residential housing sites (119,870㎡, 2,454 households) and two urban support facility sites (26,692㎡) in Incheon Geomdan.
Since last year, LH has been conducting design competitions by adding a social value evaluation category to the assessment criteria to prevent side effects such as mass bidding that occur in the lottery supply method for residential housing sites.
In particular, this competition supplies residential housing sites and urban support facility sites as a package, so residential housing, knowledge industry centers, and neighborhood living facilities will be constructed together, enabling residents to live close to their workplaces and enjoy various leisure activities and cultural experiences.
The competition targets a total of four sites, supplying residential housing sites and urban support facility sites as one competition unit. The target sites are △ AB7 block and Urban 6-3 △ AB8 block and Urban 6-4.
For the residential housing sites, 887 households can be built in the AB7 block and 1,567 households in the AB8 block, allowing a total of 2,454 households to reside.
Eligibility to apply requires a single corporation or a consortium of up to five corporations that meet performance and construction capability requirements. The same corporation cannot participate in multiple consortia or submit duplicate applications for two or more competition units.
Bonus points are awarded for participation with small and medium enterprises (SMEs), and if the winning company receives sanctions for poor construction on the supplied site, it will be prohibited from participating in LH’s residential housing site design competitions for one year, emphasizing co-growth with SMEs and responsible construction.
The submitted works will be reviewed by a separate judging committee, divided into document compliance review and main evaluation. During the main evaluation, a presentation session will be held, so applicants must submit explanatory materials for their entries.
The evaluation is scored out of 1,000 points, with criteria including △ spatial planning (urban spatial concept, layout plan, traffic and pedestrian plan, spatial specialization plan) △ architectural planning (floor plan, form and design plan, architectural specialized design) △ social value realization plan (public contribution, housing quality improvement, safety and co-prosperity efforts).
Notably, the social value realization plan accounts for 30% of the evaluation score and consists of △ public contribution △ housing quality improvement △ safety and co-prosperity efforts. ‘Public contribution’ evaluates community spaces and programs differentiated from existing community plans and plans for harmony among households and social classes; ‘housing quality improvement’ assesses building energy and eco-friendly certification grades; ‘safety and co-prosperity efforts’ reflect accident mortality rates and mutual cooperation evaluation results announced by the Minister of Land, Infrastructure and Transport.
Additionally, points will be deducted for prior contact with judges, corrupt practices, anonymity violations, and document preparation violations, with no upper limit on deductions for misconduct.
The competition schedule is △ application submission (July 27, 13:00?16:00) △ entry submission (October 11, 13:00?17:00) △ announcement of results (late October) △ land contract (November 5). However, if only a single application is received, a re-competition will be held, so the schedule may change.
