Establishment of Special Quarantine Measures Due to COVID-19 Spread in the Seoul Metropolitan Area on the 9th... 'Emergency Special Quarantine Week' from 8th to 23rd for 2 Weeks... Joint Inspections by Seongbuk-gu, Central Government, and Police at 7 Vulnerable Facilities... One-Strike-Out Policy for Violations During Regular and Surprise Inspections
[Asia Economy Reporter Park Jong-il] Seongbuk-gu (Mayor Lee Seung-ro) has established emergency measures to overcome the 4th wave, including urgent special quarantine, a nighttime rapid response team, and additional operation of temporary screening clinics.
This is a measure in accordance with the government’s decision to apply the new Level 4 social distancing in the metropolitan area for two weeks starting from the 12th.
Seongbuk-gu will first carry out a "Urgent Special Quarantine Week" for two weeks from the 8th to the 23rd.
Joint inspections will be conducted by Seongbuk-gu, central government ministries, and the police on seven vulnerable facilities (▲ Private academies and tutoring centers (Ministry of Education) ▲ Indoor sports facilities (Ministry of Culture, Sports and Tourism) ▲ Religious facilities (Ministry of Culture, Sports and Tourism) ▲ Karaoke rooms (Ministry of Culture, Sports and Tourism) ▲ Bathhouses (Ministry of Health and Welfare) ▲ Entertainment facilities (Ministry of Food and Drug Safety) ▲ Restaurants and cafes (Ministry of Food and Drug Safety)).
Inspections will be conducted randomly and unannounced, and strong measures will be taken against violations in line with the one-strike-out policy.
Prior to this, Seongbuk-gu and Seongbuk-Jongam Police Station reached an agreement on the 8th to actively cooperate with the police during crackdowns in the special quarantine period.
The nighttime rapid response team will also operate for two weeks from the 8th to the 23rd, coinciding with the urgent special quarantine week. They will conduct focused patrols every day from 8 p.m. to 11 p.m. in areas densely populated by people in their 20s and 30s, such as Hanaro Street.
Violations of quarantine rules will be responded to swiftly and strongly. A Seongbuk-gu official stated, “Considering the serious situation, we plan to apply the one-strike-out policy and impose fines.”
To respond to the increasing number of proactive tests, additional temporary screening clinics will be operated. Besides the temporary screening clinic at Baramdang in front of the district office, another temporary screening clinic will be installed in front of Exit 5 of Gireum Station at Eoullim Madang, where there is a large floating population.
It will operate from the 14th until the situation ends. Operating hours are from 10 a.m. to 5 p.m. on weekdays and from 10 a.m. to 3 p.m. on weekends. Any general citizen wishing to be tested can receive testing regardless of symptoms or epidemiological relevance to block asymptomatic infection sources. Testing will be conducted using non-invasive saliva PCR and real-name verification methods.
To maximize the effect of quarantine, the speed of vaccination will also be increased. Since April, Seongbuk-gu has been accelerating vaccinations by designating 121 private consigned medical institutions, starting with the vaccination center inside the district office building. From this month, a second vaccination center has been established at Box Park in Jongam-dong, aiming to complete the first dose for about 300,000 residents by September, thereby increasing the vaccination speed.

Mayor Lee Seung-ro also issued an emergency statement on the 9th, urging active cooperation from residents regarding the new social distancing measures. Mayor Lee emphasized that proactive quarantine measures and voluntary compliance with quarantine rules by residents are absolutely necessary, appealing to work together to overcome the 4th wave through refraining from gatherings and outings and participating in proactive testing.
