Ministry of Land, Infrastructure and Transport Announces '7th Construction Halted Building Maintenance Pilot Project' Contest
Applications accepted from local governments until the 23rd... Selection and announcement scheduled for September
Leading projects within strategic planning areas receive additional points for urban regeneration certification applications
[Asia Economy Reporter Kangwook Cho] The Ministry of Land, Infrastructure and Transport announced that starting from the 5th, it will hold the 7th nationwide contest for leading projects to promote the maintenance of construction-halted buildings, targeting local governments across the country.
The maintenance project aims to improve urban aesthetics and revitalize the economy through public-led management and maintenance, such as removing hazards from buildings that have been left unattended for a long time due to halted construction, and establishing and implementing maintenance plans. Project districts selected as leading projects will receive national funding to establish maintenance models considering surrounding conditions and support development plans.
The 7th leading project will evaluate applications submitted by local governments by the 23rd of this month. A selection committee composed of experts in urban and architectural fields will fairly assess public interest and project connectivity, with selections and announcements scheduled for September.
Leading projects within areas where urban regeneration strategic plans have been established can apply for the Urban Regeneration New Deal Project (Urban Regeneration Recognition Project) expected to be accepted by the end of September, even if site ownership has not been secured, and in such cases, additional points will be awarded.
If selected as an Urban Regeneration New Deal Project, support such as construction cost subsidies and loans will enable rapid maintenance completion. Therefore, the possibility of linkage with the Urban Regeneration New Deal Project will be actively reviewed during the evaluation of the 7th leading project.

Um Jeong-hee, Director of Architectural Policy at the Ministry of Land, Infrastructure and Transport, said, "Since construction-halted buildings left unattended nationwide significantly impact public life and safety, we hope many local governments will take interest and participate in this contest." She added, "With the amendment of the Maintenance of Abandoned Buildings Act in March this year, starting next year, local governments will be obligated to demolish construction-halted buildings that have been halted for over 10 years and pose high risks of safety accidents or cause significant obstacles to residential environments, which is expected to improve maintenance performance."
