In August, the system will be introduced for animal health technicians who assist veterinarians at animal hospitals. In October, the Stalking Crime Punishment Act will be enacted, punishing stalking crimes with imprisonment of up to 3 years or a fine of up to 30 million won.
On the 27th, the Ministry of Government Legislation selected and introduced 10 important laws among 444 new laws to be enforced in the second half of the year that citizens should know.
Workers in 12 special employment sectors, excluding those such as designated drivers and quick service workers whose laws will be enforced in January next year, will be able to receive employment insurance benefits. Specifically, the system applies to workers in 12 occupations including insurance planners, visiting instructors for study materials, visiting instructors for educational tools, delivery drivers, loan solicitors, credit card membership solicitors, door-to-door salespeople, visiting inspectors of rental products, home appliance delivery drivers, after-school instructors, construction machinery workers, and freight truck owners. However, those earning less than 800,000 won per month are excluded from employment insurance coverage. If they have paid employment insurance premiums for more than 12 months, they can receive unemployment benefits.
The animal health technician system will be introduced. The government will officially recognize nursing personnel who assist veterinarians as animal health technicians. These are individuals who perform nursing or medical assistance tasks under the supervision of a veterinarian within an animal hospital, and the qualification is granted to those who pass the animal health technician qualification exam.
A legal basis will be established to protect general workers from verbal abuse by customers. Even workers whose main duties do not involve customer service, if they suffer health problems due to verbal abuse or similar from customers related to their work, the employer must take necessary measures such as temporarily suspending or transferring the worker’s duties.

The Stalking Crime Punishment Act will be enforced. Those who commit stalking crimes will be punished with imprisonment of up to 3 years or a fine of up to 30 million won, and those who commit stalking crimes while carrying weapons will face imprisonment of up to 5 years or a fine of up to 50 million won. To prevent stalking crimes, the police may take urgent emergency measures such as prohibiting the perpetrator from approaching within 100 meters of the victim in emergency situations.
