According to the county council on the 21st, during the 5-minute free speech session at the 1st regular meeting of the 292nd session held on the 17th, he proposed the establishment of an archive as a record center for Wando County administration.
Regarding the reason for the proposal, Councilor Kim said, “I regret that valuable historical records and administrative artifacts being produced even at this moment are disappearing, and I propose to the executive branch the establishment of an archive as a record center for Wando County.”
An archive refers to a record center that records and preserves materials of value that must be preserved over a long period of time.
He urged the urgent establishment of an archive system to not only manage administrative records but also collect, exhibit, and systematically manage photos and documents related to past incidents and issues that attracted public interest, various certificates and plaques, commendations, souvenirs, as well as records related to former mayors and county heads, work notebooks, pay envelopes, identification cards, and various administrative office supplies.
Along with the archive establishment project, he also proposed actively promoting projects such as discovering rural and fishing village record content, publishing village record books, holding village record exhibitions, establishing a village record hub center, and producing village record films.
Furthermore, he emphasized, “Some local governments are already implementing record and training programs, and attention should be paid to operating education where residents learn how to directly collect and produce records. Even if old past materials that were not recorded or preserved cannot be helped, archiving records and administrative artifacts produced by the county and council since the first term of the civilian administration must be expedited.”

Meanwhile, Councilor Kim proposed the ‘Wando County Historical and Cultural Record Preservation and Operation Ordinance’ to establish the basis and support measures for archive construction.
