This is the statement of Mr. A (49), who was considered deceased on paper after 15 years of homelessness.
Gwanak-gu (Mayor Park Jun-hee) held a celebration on the 17th to present Mr. A, who recovered his identity after 15 years, with his newly restored resident registration card.
Gwanak-gu first met Mr. A in September last year. After 15 years of homelessness, feeling he could not continue living like that, Mr. A received support from the Seoul Station Homeless Restart Center, secured temporary shelter in Gwanak-gu, and visited the community center to request financial assistance.
In response, the district’s Dong Welfare Team learned during welfare counseling that Mr. A had been declared deceased due to a missing person report. To verify his identity accurately, they collected his ten fingerprints and requested confirmation from the National Police Agency, while simultaneously providing daily necessities and donations and applying for emergency living expenses support.
Later, after receiving confirmation from the National Police Agency that he was the same person, the case was referred to the district office for systematic, integrated case management including legal support.
The Gwanak-gu Hope Welfare Support Group held an emergency meeting for Mr. A, who was in a welfare blind spot, and swiftly proceeded with a series of identity recovery procedures such as legal home doctor consultation and cancellation of the missing person report lawsuit.
They also plan to support housing by restoring family relationships and applying for public rental housing.
Mr. A, who was in a crisis situation unable to find a job or visit a hospital due to long-term homelessness, has now been designated as a national basic livelihood security recipient after 10 months of active support.
Mr. A said, “After being designated as a recipient, I am receiving basic education at the local self-sufficiency center. I want to learn skills to get a job in the future.”
Meanwhile, the district is promoting various projects to discover and support vulnerable households in welfare blind spots due to the prolonged COVID-19 pandemic, including strengthening operation of ‘Let’s Do Welfare Talk (SNS Reporting Channel)’, neighborhood watcher network formation projects, expansion of the Care SOS project, linking welfare counseling upon moving-in registration, and integrated case management operation.
