Geumcheon-gu Provides Admission Preparation Funds to New Middle and High School Students Outside Seoul
Applicants must have no history of receiving school uniform purchase support from other local governments or education offices... Apply in person at the District Office Education Support Division or by email from June 14 to November 30... Support includes Zero Pay mobile gift certificates (300,000 KRW) usable for purchasing uniforms, smart devices, etc.
[Asia Economy Reporter Jong-il Park] Geumcheon-gu (Mayor Yu Seong-hoon) is providing entrance preparation funds to new middle and high school students who are registered residents of the district but attend schools outside Seoul.
The support targets new students who, as of the application date, have their resident registration in Geumcheon-gu (for foreign students, those who have designated their place of stay as Geumcheon-gu) and have enrolled in middle or high schools located outside Seoul.
To apply, applicants must download the application form from the Geumcheon-gu Office website, complete it, and submit it via email to the Education Support Division at Geumcheon-gu Office (20150202108@geumcheon.go.kr) or in person. However, applications are not accepted if the applicant has previously received school uniform purchase support from other local governments or education offices to prevent duplicate benefits.
The entrance preparation fund is provided as a Zero Pay mobile gift certificate worth 300,000 KRW. After verifying residency in Geumcheon-gu and checking for duplicate support from other local governments, the mobile gift certificate will be sent to the applicant’s mobile phone number in the month following the application.
Applicants can use the Zero Pay mobile gift certificate to purchase school uniforms, physical education uniforms, daily clothing necessary for attending school, and smart devices required for remote learning.
Meanwhile, this program was established to address a blind spot that emerged when the Geumcheon-gu free school uniform support project for new middle and high school students was replaced in 2021 by the Seoul Metropolitan Office of Education’s entrance preparation fund support project. Students commuting to schools outside Seoul were unable to receive entrance preparation funds from any source, so this measure was put in place to supplement that gap.
In March, the district established the legal basis by enacting the ‘Geumcheon-gu Entrance Preparation Fund Support Ordinance’ and, after consultations with the Ministry of Health and Welfare on social security system establishment, created a support system without duplication.

Yu Seong-hoon, Mayor of Geumcheon-gu, stated, “To realize universal educational welfare without blind spots, we have launched an entrance preparation fund support project targeting students commuting to other cities and provinces. We will strive to ensure that even one more student can receive support to alleviate the educational expenses burden on parents.”
