Summary Trial for Delivery Workers Distributing Appeal Letters in Gangdong-gu Apartment
[Asia Economy Reporter Lee Jung-yoon] Delivery workers belonging to the delivery workers' union, who went to distribute an appeal letter at Apartment A in Gangdong-gu, Seoul, where there had been a 'delivery conflict,' were reported by the apartment management, received mitigated punishment, and were referred to summary judgment.
According to the police on the 10th, the Gangdong Police Station in Seoul held a Minor Crime Review Committee meeting the day before and decided not to send delivery workers A (50) and B (47) to the prosecution but to designate them as subjects for summary judgment. They were charged with unauthorized posting of advertisements under the Minor Offenses Punishment Act.
The Minor Crime Review Committee is a system that comprehensively reviews the nature of the offense and other factors of minor criminal suspects to determine whether mitigation is appropriate. If subjected to summary judgment, a fine of up to 200,000 won or a suspended sentence can be imposed, and even if punished, no criminal record may remain.
On the morning of April 13, A and others entered the hallway of Apartment A in Gangdong-gu and inserted an appeal letter at the door stating, "If deliveries are made to the front of the house using low-floor vehicles or handcarts instead of regular vehicles, the health and safety of delivery workers are threatened," and were reported to 112. The report is known to have been made by the apartment security team.

Since April 1, Apartment A has restricted delivery vehicles from using the ground-level road due to safety concerns and required them to move through the underground parking lot, which sparked opposition from the delivery workers' union and others. Regular vehicles (box trucks) are taller than the underground parking entrance height limit of 2.3 meters, so they cannot enter the complex. The union, delivery companies, and the government have formed a consultative body to resolve issues in apartments where conflicts arise over whether delivery vehicles are allowed ground-level access, and discussions have been ongoing for a month.
