Mandatory Submission of Research Plans to the Ministry of Oceans and Fisheries for Overseas Marine Science Investigations
[Sejong=Asia Economy Reporter Kwon Haeyoung] From now on, if you want to conduct marine scientific research in foreign jurisdictional waters or international waters, you must first submit a research plan to the government.
The Ministry of Oceans and Fisheries announced that the amendment to the Enforcement Decree of the Marine Scientific Research Act, containing this provision, passed the Cabinet meeting on the 8th.
Those intending to conduct scientific research in foreign jurisdictional waters, international waters, or the deep seabed must prepare research plans in both Korean and English, specifying the purpose, methods, equipment, and participants, and submit them to the Ministry of Oceans and Fisheries. The ministry will review the content for appropriateness and forward it to the Ministry of Foreign Affairs.

Previously, domestic law lacked procedures or detailed standards for conducting marine scientific research, making it difficult for the government to guide administrative processes. Additionally, without a separate reporting procedure, the government could not grasp research details in advance, which posed a risk of diplomatic conflicts.
