Hampyeong County Council Invites Choi Min-su, Director of Local Governance Research Institute, for Special Lecture to Enhance Council Members' Capabilities
Preparation for the Amendment of the Local Autonomy Act and the 2021 Administrative Affairs Audit
[Hampyeong=Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] On December 9 last year, a full revision bill of the Local Autonomy Act, which includes the independence of personnel authority for local council staff, the introduction of a policy support professional system for local council members, and the expansion of resident participation, was passed for the first time in 32 years at the National Assembly and promulgated on January 12 this year.
The Hampyeong County Council in Jeollanam-do announced on the 2nd that it conducted training to strengthen work capabilities such as response strategies to the full revision of the Local Autonomy Act and administrative affairs audit techniques on the 1st.
The training was held at the Hampyeong County Library Cultural Lecture Room and targeted council members and council secretariat staff.
The council invited Choi Minsu, head of the Local Legislative Research Institute, to provide an educational session to proactively respond to the changed system by understanding the core contents of the revision bill and analyzing the expected effects in detail.
Also, ahead of the administrative affairs audit conducted during the 267th 1st regular session, the council members shared opinions on questions raised through reviewing materials during their legislative activities and on-site verification, and had time to acquire administrative affairs audit tips and techniques through analysis of various cases.
Kim Hyungmo, chairman of the Hampyeong County Council, said, “In the era of decentralized autonomy, we thoroughly prepared for smooth council operations and took time to lay the foundation for successful local autonomy execution,” adding, “We will continue to strengthen the legislative capabilities of council members and effectively utilize substantial legislative activity techniques to become a trusted Hampyeong County Council for the residents.”
