Nationwide Knowledge Platform 'Digital Jiphyeonjeon Project' Fully Launched

Securing Legal Grounds for the Establishment and Operation of the Digital Jiphyeonjeon Integrated Platform
[Asia Economy Reporter Eunmo Koo] The Ministry of Science and ICT announced that the "Act on the Promotion of Connection and Utilization of National Knowledge Information (Digital Jiphyeonjeon Act)," which has been promoted to enhance the knowledge capabilities of the people and strengthen national competitiveness, was approved at the Cabinet meeting on the 1st.
The Ministry of Science and ICT explained that the enactment of the law is significant in that it has stably promoted the "Digital Jiphyeonjeon Project," which allows anyone to easily and conveniently access and freely utilize the national knowledge information they want, and has established a legal foundation to promote the utilization of knowledge information held by various national institutions.
In particular, based on the "Digital Jiphyeonjeon Integrated Platform Informatization Strategic Plan (ISP)" currently underway this year, the ministry plans to promote the "Digital Jiphyeonjeon Integrated Platform Construction" from next year until 2023, and through this, it will first connect 4.4 billion pieces of national knowledge information from 48 sites of 25 national institutions to provide public services starting in 2024.
The Digital Jiphyeonjeon Act focuses on the connection and utilization of national knowledge information, establishing grounds for cooperation among multiple ministries, designation and connection/integration of national knowledge information, standardization of classification systems and metadata, and operation of a statutory committee under the Minister of Science and ICT.
Additionally, the law stipulates that the basic direction of national knowledge information policy and basic plans for utilization and promotion are to be established every three years, regulations for the construction and operation of the "Digital Jiphyeonjeon Integrated Platform" and designation of a dedicated agency (Korea Intelligent Information Society Agency), and provides grounds to support budgets for citizens who face restrictions in using national knowledge information due to economic reasons.
The Ministry of Science and ICT expects that with the enactment of the Digital Jiphyeonjeon Act, citizens will conveniently utilize high-quality national knowledge information, responding to the demand for knowledge information and online education in the digital transformation era, and that new knowledge service industries will be created through the sharing and dissemination of national knowledge information.

The Digital Jiphyeonjeon Act is scheduled to be enforced from early December after the promulgation procedure and a six-month grace period. Park Yoon-gyu, Director of the Information and Communication Policy Office at the Ministry of Science and ICT, stated, "We will promptly prepare follow-up legal systems such as enforcement decrees and management guidelines to ensure the law is implemented smoothly and strive to establish Digital Jiphyeonjeon as a knowledge platform for all citizens."
