Dongdaemun-gu 2021 Supplementary Budget Set at 78.4 Billion Won
131 Billion KRW for COVID-19 Response and Regional Economic Revitalization, 27.7 Billion KRW for Resolving Resident Inconveniences and Promoting Current Projects
[Asia Economy Reporter Jong-il Park] Dongdaemun-gu (Mayor Yoo Deok-yeol) has prepared a supplementary budget proposal of 78.4 billion KRW for the first supplementary budget of 2021 and submitted it to the district council.
The budget consists of 70.4 billion KRW in the general account and 8 billion KRW in the special account.
The district stated that it formulated this supplementary budget proposal focusing on alleviating the suffering of residents caused by COVID-19 and revitalizing the local economy, while ensuring no neglect in addressing residents' inconveniences and carrying out infrastructure maintenance and other pending projects.
First, 2 billion KRW was allocated to projects overcoming COVID-19, including living support expenses, medical support personnel and patient transport, Seoul Safe Jobs and Hope Work support projects, and emergency and special care support for the disabled. Additionally, 3 billion KRW was set aside as disaster contingency reserves for long-term COVID-19 response, and 5 billion KRW was allocated as a transfer to the Integrated Financial Stabilization Fund (Financial Stabilization Account).
To revitalize the local economy, which has been depressed due to COVID-19, 3.1 billion KRW was allocated for issuing Dongdaemun-gu Love Gift Certificates, modernizing traditional market facilities, and improving working environments for clothing manufacturers.
The district issued 15 billion KRW worth of Dongdaemun-gu Love Gift Certificates this year, all of which were sold out. Reflecting the supplementary budget, an additional 11.6 billion KRW will be issued, bringing the total issuance of local love gift certificates in 2021 to 26.6 billion KRW.
To eliminate residents' inconveniences and improve local infrastructure and environment, 27.7 billion KRW was allocated for pending projects. This includes 2 billion KRW to establish a comprehensive cultural and arts center in the district, which currently lacks a comprehensive performance facility; 1 billion KRW for library and book caf? construction; 600 million KRW for building a senior comprehensive welfare center; and 800 million KRW for creating a communal childcare room and installing an education center at the Healthy Family Support Center.
Other allocations include 2.1 billion KRW for purchasing sites for loading and unloading household waste, 1.8 billion KRW for park and Jungnangcheon embankment management, 2.2 billion KRW for facility maintenance and pedestrian environment improvement at Hyehwa Station, and 1.4 billion KRW for winter snow removal measures, carefully addressing projects needed by residents.
In particular, 5 billion KRW was invested in undergrounding projects for environmental improvement and safety, and 3.9 billion KRW was allocated for road, river, and traffic facility maintenance in boundary areas with other autonomous districts, ensuring no neglect in managing the outer areas of the district.
To alleviate local parking difficulties, 5 billion KRW was transferred and supported to the special account for operating parking lots, actively addressing residents' parking challenges.
In addition to the general and special accounts, 500 million KRW was additionally raised for the North-South Exchange Cooperation Fund, which is separately operated by the district, and 7.7 billion KRW was additionally raised for the Integrated Financial Stabilization Fund (Integrated Account) to manage district finances stably.
Yoo Deok-yeol, Mayor of Dongdaemun-gu, said, "I express my gratitude to the residents who are steadfastly striving to overcome the current situation despite economic difficulties and inconveniences caused by the prolonged COVID-19 pandemic. Dongdaemun-gu will continue efforts to overcome COVID-19 and recover the local economy through tailored support for affected groups in the first half of this year and this supplementary budget, and will accelerate project implementation to ensure no inconvenience in residents' daily lives after COVID-19."

This supplementary budget proposal is scheduled to be finalized on the 18th of next month after review and approval by the Dongdaemun-gu Council.
