Former Assistant to Incheon Superintendent of Education Arrested for Creating Interview Test Questions for Candidates
Five Education Supervisors Including Those Involved in Principal Recruitment Exam Remain Unarrested
[Asia Economy Reporter Park Hyesook] Allegations of corruption related to the 'Principal Recruitment System' interview exam conducted by the Incheon Metropolitan Office of Education have been confirmed as true.
On the 18th, the Namdong Police Station in Incheon announced that they had arrested Mr. A, former policy advisor to Incheon Superintendent of Education Do Seonghun, on charges of conspiring to use interview questions created by an applicant for the principal recruitment system exam as they were (obstruction of official duties by deception).
Additionally, teacher Mr. B, who applied for the recruitment system, and five others including supervisors were booked without detention on the same charges.
Mr. A and others are accused of using a 'discussion topic' question submitted by applicant Mr. B as-is during the second interview exam of the 'Internal Principal Recruitment System' conducted by the Incheon Office of Education this year. At the time, Mr. A, who was a member of the interview question committee, held the position of principal, not policy advisor.
Earlier this year, the Office of Education's Audit Office received a public interest report regarding this matter, conducted an investigation, and then requested the police to investigate Mr. A and others.
A police official stated, "Due to the nature of the public interest report case and to protect the whistleblower, we cannot disclose the suspect's position or specific charges," adding, "Mr. A and others are scheduled to be sent to the prosecution next week."
Meanwhile, the Incheon Metropolitan Office of Education appointed eight principals through this exam, including four holders of principal certificates and four regular teachers. Applicant Mr. B, involved in the case, is reported to have failed.

The principal recruitment system was first introduced in 2007 with the purpose of diversifying the principal appointment methods and selecting competent personnel desired by school members. Among these, the internal type targets holders of principal certificates or teachers with over 15 years of experience in elementary and secondary schools.
