Ministry of Legislation: "Achievements Including Enactment of the Administrative Basic Act During 4 Years of Moon Government"

View original image[Sejong=Asia Economy Reporter Moon Chaeseok] On the 12th, the Ministry of Government Legislation announced that during the four years since the Moon Jae-in administration took office, it achieved milestones such as the enactment of the "Framework Act on Administration" and the integrated provision of legal information.
The Framework Act on Administration was a long-cherished project of the Ministry of Government Legislation, aiming to establish standards for administration and include obligations for proactive administration by administrative agencies. After several rounds of legislative notices, public hearings, and consultations, it was passed by the National Assembly and has been in effect since March 23.
Since March, the Ministry expanded the eligibility to request opinions from central administrative agencies to 17 metropolitan cities and provinces as well as metropolitan local governments such as education offices. In January, it established a legal basis allowing civil petitioners and related parties to attend the Legal Interpretation Deliberation Committee, contributing to citizen-centered proactive administration and legal interpretation.
By supporting drafting and providing opinions on legal issues faced by each ministry and local government, it was evaluated to have facilitated the prompt enactment and revision of COVID-19 related regulations such as the emergency mask supply adjustment measures.
Currently, under the "Act on the Management and Provision of Legal Information" enforced in December last year, the Ministry integrates and provides legal information such as laws and public institution regulations scattered across various agencies through the National Law Information Center. This year, it plans to prioritize 12 laws in four major areas?taxation, real estate, labor, and safety?to offer "Easy-to-Understand Legal Information at a Glance" for the public.
Since 2017, a comprehensive survey of unfair and preferential laws, as well as unreasonable discriminatory and regulatory laws, has been conducted, completing the revision of 368 cases. Moving forward, the Ministry plans to continue revising laws for a fair society by identifying laws unreasonable to the younger generation and unilaterally disadvantageous provisions such as the calculation rates for additional charges and refund additional charges.
As part of a project to revise difficult terms or Japanese-style terms in laws, a total of 973 laws have been amended. Representative examples include changing "jikgyeong" (diameter) to "jireum," "gaeho" (nursing care) to "ganbyeong," and "eumyong-su" (drinking water) to "meokneun mul" (water for drinking).
