Special Inspection Results on Employment Practices
[Sejong=Asia Economy Reporter Moon Chaeseok] The Anti-Corruption and Civil Rights Commission announced on the 6th that, as a result of a special inspection of hiring practices at public institutions under the Ministry of Land, Infrastructure and Transport, cases of compromised hiring fairness were detected at four institutions: Saemangeum Development Corporation, Korea Airports Corporation, Korea Housing & Urban Guarantee Corporation, and Korea Agency for Infrastructure Technology Advancement. The Commission requested the Ministry of Land, Infrastructure and Transport, the supervisory authority, to initiate investigations into these institutions.
According to the special inspection report released by the Commission on the same day, Saemangeum Development Corporation proceeded with the hiring process for a career employee in March 2019 without submitting the mandatory record of rewards and punishments for Mr. A, a retired employee of Korea Land & Housing Corporation (LH). The Commission pointed out that when Mr. A was undergoing promotion evaluation for the position of Audit Director, the evaluation committee members were selected from LH employees, creating a favorable evaluation environment.
In the case of Korea Airports Corporation, in April last year, without a separate announcement, Mr. B, the former secretary at the president’s previous workplace, was specially hired as the president’s executive secretary. While the previous executive secretary held a Grade 5 position, Mr. B was hired at Grade 3.
The Korea Agency for Infrastructure Technology Advancement conducted interviews for applicants who should have been disqualified for scoring below the cutoff during the hiring of fixed-term employees and selected them as provisional passers. One such applicant was later admitted due to the withdrawal of a final successful candidate.
At Korea Housing & Urban Guarantee Corporation, during the hiring of career employees in April 2015, it was found that specific marks such as '○', '△', and 'double lines' were made on the evaluation sheets of applicants from certain banks or on the interview result sheets.

Additionally, the Commission requested the Ministry of Land, Infrastructure and Transport to impose disciplinary actions on 11 other institutions that violated fair hiring-related guidelines, including ▲ violations of blind recruitment procedures ▲ lack of grounds for applying additional hiring points ▲ absence of regulations for disqualification or recusal of evaluators.
