Councilor Seo criticized, "The catchphrase of Seoul City, 'Skilled from day one,' has become meaningless. Along with this, the quarantine measures have also been confused and inconsistent, a result of focusing solely on political differentiation. Even though it would be insufficient to establish stronger and more effective quarantine measures in coordination with the government, a premature 'reset of social distancing by industry' card was brought out, causing public outrage. He pointed out that the 'Seoul-style social distancing' has effectively become an empty rhetoric that fizzled out.
Mayor Oh's communication with the Seoul Metropolitan Council is also problematic. While his visits to the council for media play were 'skilled from day one,' he seems uninterested in actual communication with council members. He was criticized for not having completed phone calls even with the mere 12 three-term council members.
Furthermore, the absolute administrative power that carried out retaliatory personnel actions against career public officials and prepared an organizational restructuring plan that abruptly cuts organizations contributing to improving citizens' quality of life is expected to come under scrutiny.
He also stated, "One cannot help but ask whether this reflects Mayor Oh Se-hoon's other election catchphrase, 'Fairness and coexistence.' During this session, the Seoul Metropolitan Council postponed its inherent rights such as administrative questions and five-minute speeches to coexist with Mayor Oh. However, the expected skilled mayor's image is hard to find. It appears as a confused, wavering, and authoritative push-through administration being fully reenacted."
