Why Does Cha Hyeon-il, Yeongdeungpo District Mayor, Actively Pursue Proactive Administration?

Focus on Resolving Long-Term Unresolved Housing Environment Issues and Daily Resident Inconveniences through Proactive Administration
[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (District Mayor Chae Hyun-il) announced that it has established the ‘2021 Proactive Administration Implementation Plan’ to create a work environment based on proactive administration that residents can feel, and is striving to establish and settle a public service culture where actively working public officials are properly recognized.
Proactive administration refers to the act of public officials solving problems by finding the best methods without repeating customs based on creativity and expertise, improving unreasonable regulations and procedures on their own, and actively handling tasks for the public interest and the welfare of residents.
This year marks the third year since Yeongdeungpo-gu officially launched the proactive administration system. To supplement and strengthen the system operation over the past three years and establish a more concrete and effective implementation plan, four major promotion directions and two key promotion tasks were set.
Accordingly, the four major promotion directions selected are: ▲designation and operation of a dedicated proactive administration department and organization of proactive administration promotion system for education ▲evaluation and reward of proactive administration including selection of outstanding proactive public officials and provision of incentives ▲protection and support for proactive public officials such as alleviating decision-making burdens on practitioners, proactive administration exemption system, and prior consulting ▲operation of a passive administration prevention system and strict measures for prevention of passive administration.
Additionally, the two key promotion tasks are: ▲resolution of long-standing unresolved issues requiring improvement of residents’ living environment such as the maintenance of Yeongdeungpo jjokbangchon (rooming house village) and public housing projects ▲focused management on resolving residents’ inconveniences in daily life through proactive administration.
Furthermore, the district has joined the ‘Comprehensive Administrative Liability Insurance’ that partially compensates for civil and criminal liabilities arising from unavoidable reasons during public duties, reducing the psychological and financial burden on public officials and strengthening support measures for proactive administration by ensuring stability in task performance.
Through this, the district expects significant help in boosting public officials’ morale as well as improving their job performance capabilities.
This year, efforts will be made to discover more diverse cases of proactive administration, form internal and external consensus through exemplary cases, diversify incentives for outstanding proactive public officials, and focus on promoting and operating the pilot of the National Application System, which is being implemented for the first time this year.

Chae Hyun-il, Mayor of Yeongdeungpo-gu, stated, “Creating an atmosphere where public officials take pride in their public service and work creatively and proactively should be prioritized in all administrative areas,” and added, “We will continue to make various policies for the establishment and spread of proactive administration to induce positive changes in the public service community and improve residents’ quality of life and public interest.”
