Public Data Utilization Service Developer 'Antler' CEO Na Youngjun Selected as April's 'Korean New Deal of the Month'

[Asia Economy Reporter Lim Cheol-young] The government has selected an entrepreneur who developed a service that supports farmers' decision-making and profit improvement using the 'Livestock Product Traceability System' data opened through the Public Data Portal as the 'Korean New Deal of the Month' for April.
On the 29th, the Ministry of the Interior and Safety announced that Na Young-jun, CEO of Antler, who is practicing the Korean New Deal on the ground by developing services utilizing public data, was selected for the 'April Korean New Deal of the Month,' jointly hosted by government ministries.
CEO Na operates the 'Animal Data Lab. Project' with the vision of 'Strong Livestock Made with Data,' which helps select good calves, raise healthy cattle, and increase farmers' profits. He developed data-based livestock services such as 'Usijang Plus,' a solution that supports Korean beef farmers with high-quality data related to the 'Livestock Product Traceability System,' and won the grand prize (Presidential Award) at last year's '8th Government-wide Public Data Utilization Startup Competition Championship.'
The government has implemented a public data opening policy to enable public data to lead to service development in the private sector, focusing on the data economy and innovative services. Since the enactment of the Public Data Act, public data has been continuously opened, and especially data closely related to new industries or citizens' lives has been designated as national key data and opened with high quality. The number of open datasets increased from 5,272 in 2013 to 28,400 in 2018, 33,600 in 2019, and about 56,700 as of April 2021.
The opened public data contributed to private service development and social problem solving as a major data source in the early data market, where private data distribution and trading were not active. In particular, the free provision of various data held by the government became a valuable startup asset for small startups lacking funds and information.
The Ministry of the Interior and Safety supports public data utilization through initiatives such as the 'Public Data Utilization Startup Competition' and the 'Public Data Utilization Startup Support Collaboration Project,' and strengthens communication with companies through monthly user meetings. Going forward, the government plans to continuously lead digital new deal and innovative growth through 'Public Data Opening 2.0,' a next-generation public data opening strategy that provides various types of data needed by the market (demand side) conveniently through public-private collaboration, moving beyond the quantitative supply method centered on the government (supplier).

Minister Jeon Hae-cheol said, "Last year, we opened mask inventory data to help resolve the mask shortage crisis, and this year, we are opening vaccine data, which is of great interest to the public," adding, "We will continue to expand public data opening and spare no support to help companies utilizing public data gain competitiveness in the global market."
