On the 24th, Jeong Hyun-min (37), chairman of the Deokrim Regional Housing Association in Nam-gu, Gwangju Metropolitan City (hereinafter Deokrim Housing Association), who was elected with overwhelming support from the members, made this pledge.
Since 2017, Deokrim Housing Association has been carrying out a project to supply 565 apartment units ranging from two basement floors to 20 above-ground floors in the Wolsan-dong area of Nam-gu, Gwangju.
However, at that time, the project management agency delayed construction and fueled conflicts within the association’s executive body, escalating the issue into legal disputes. As the project was virtually paralyzed, the damage was directly borne by the members.
The significant role of Chairman Jeong Hyun-min was behind the regional housing association, which was on the verge of indefinite suspension, being able to rise again.
This is because he understood better than anyone else the demands of the members who had experienced such hardships.
Perhaps for this reason, Chairman Jeong always stayed with the members and never took lightly even the smallest complaints they voiced.
His sole wish is to put the long-neglected redevelopment project back on the right track.
Even for him, there are numerous challenges to solve immediately after his election.
Since the project had been halted for a long time and is now being restarted, everything from start to finish must be reviewed once again.
First, if the development activity review scheduled for June passes, project approval and securing the remaining land will follow, making Chairman Jeong’s role more important than ever.
Chairman Jeong said, “I will overcome the immediate obstacles with the mindset that the members are family,” adding, “I will participate directly in every process of the project to make decisions for the members. Therefore, I will fulfill my duties, including project approval and commencement of construction.”
Chairman Jeong’s well-founded confidence comes from experience. He is a proven administrative expert. Coming from a social organization background, he has sought answers on-site by moving around various places. This is why he is strong in practical work. His promise is to find solutions for the redevelopment project on-site as well.
Chairman Jeong has chosen the righteous path as the direction for the association. He emphasized that there will be no compromise with the temptation of money.
He stated, “If trust is not established among the association, the project management agency, and the construction company, the redevelopment project cannot be properly promoted,” and added, “We will confront any forces that intervene in the project to seek vested interests or cause harm to the members with law and principles.”
Currently, 98% of the land within the project site has been purchased. Therefore, Chairman Jeong expects the project to proceed smoothly this time.
Unlike redevelopment or reconstruction, the condition for project approval of regional housing associations is that all land within the project site must be purchased. If more than 95% has been acquired, the remaining land can be purchased through negotiated acquisition or compulsory purchase lawsuits.
Chairman Jeong said, “I believe the first success factor for regional housing association projects lies in land acquisition,” and expressed confidence in the project’s progress by stating, “Our association has purchased 98% of the land under the members’ names.”
He expects that if the project proceeds smoothly, the members, who are the project’s main stakeholders, will gain maximum benefits.

Chairman Jeong Hyun-min said, “This is just the beginning again. We will establish a proper association system that prioritizes the members’ interests,” and added, “We will also consider ways to minimize the contributions, which are the members’ biggest concern.”
