While there is great expectation that policy capabilities can be further enhanced, concerns have also been raised about potential controversies over power struggles between the party leader and the floor leader during the appointment and operation process.
According to the People Power Party and other political circles on the 25th, there are criticisms that the command structure regarding the management of the Policy Committee has become ambiguous due to this party constitution amendment. According to the revised party constitution, "The Policy Committee Chair is appointed by the party leader with the consent of the general assembly of lawmakers after consultation with the floor leader."
According to the amended party constitution, the appointment authority of the People Power Party's Policy Committee Chair lies with the party leader, but consultation with the floor leader is required, and the approval must also go through the general assembly of lawmakers, the highest decision-making body within the floor. This structure ensures that the floor leader's voice is significantly reflected, which differs from other parties. For example, in the Democratic Party of Korea's constitution, the appointment authority of the Policy Committee Chair is vested in the Supreme Council, limiting the floor leader's influence. Additionally, the Justice Party stipulates that the party leader appoints the chair after approval by the national committee. In contrast, the People Power Party's regulations allow the floor leader to play an active role in personnel appointments.
Because of these characteristics, it has become ambiguous whether the Policy Committee is under the command of the party leader or the floor leader. When there is a difference in stance between the party leader and the floor leader, the Policy Committee may also face difficulties. A People Power Party official stated, "According to the revised party constitution, it has become unclear whether the Policy Committee Chair takes orders from the party leader or the floor leader." The official added, "Ninety percent of floor work is policy-related, and only 10% is political affairs," expressing concern that "the revision has made cooperation between the floor leader and the Policy Committee Chair ambiguous."
However, the revision is also evaluated as having broken the chain of electoral engineering arrangements. For the past 15 years, the People Power Party and its predecessor parties have all adopted the method of electing the Policy Committee Chair together with the floor leader in the floor leader primary. This method has been praised for enhancing the representation of the Policy Committee Chair but also criticized for electoral engineering arrangements. The criteria for appointing the Policy Committee Chair were determined more by vote-winning strategies, such as regional alliances and factional power dynamics, rather than policy capabilities.
Joo Ho-young, acting party leader and floor leader of the People Power Party, explained the significance of this party constitution amendment as "a reorganization to strengthen the party's policy capabilities as a genuine ruling opposition party ahead of the presidential election."
