Yoon, classified as a pro-Moon Jae-in faction member, is a senior lawmaker who has served four consecutive terms representing Guri City, Gyeonggi Province. He entered politics as a secretary to former lawmaker Han Kwang-ok. During the 19th National Assembly, he served as the secretary-general of the Democratic Party, and in the 20th National Assembly, he held the positions of policy committee chairman and secretary-general. In the 21st National Assembly, he served as the chairman of the Legislation and Judiciary Committee.
