Hapcheon-gun Increases Budget by 59.5 Billion Won in First Supplementary Budget... Focused on Culture, Tourism, and Agriculture & Livestock Sectors

[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Hapcheon-gun, Gyeongnam Province announced on the 14th that it has prepared the 1st supplementary budget at 674.1 billion KRW, an increase of 59.5 billion KRW (9.68%) compared to the initial budget, and submitted it to the county council.
The general account is 630.6 billion KRW, an increase of 54.4 billion KRW (9.44%) compared to the original budget, and the special account is 43.5 billion KRW, an increase of 5.1 billion KRW (13.22%) compared to the original budget.
Main revenues include 1.8 billion KRW in local allocation tax, 2.0 billion KRW in adjustment grants, 12.6 billion KRW in national and provincial subsidies, and 43.1 billion KRW from non-tax income and the integrated fiscal stabilization fund.
For the COVID-19 response budget, 160 million KRW was allocated for vehicle rental fees to support vaccination for those aged 75 and older, and 460 million KRW for operating vaccination centers.
The county already paid 4.4 billion KRW in Hapcheon-type disaster relief funds in February, and plans to additionally reflect and disburse funds in the budget for residents facing difficulties in COVID-19 blind spots through current COVID-19 fundraising efforts.
Major project budgets include 9.9 billion KRW for small-scale resident demand projects such as village roads and agricultural infrastructure, 8.3 billion KRW for local and county road expansion and paving projects, 2.6 billion KRW for river management projects, 2.3 billion KRW for urban planning road development and maintenance, 1.6 billion KRW for land acquisition costs for the revitalization plan of Chogye-myeon urban regeneration, 2.0 billion KRW for preservation and transmission of tangible cultural assets, 1.06 billion KRW for sports facility restoration support projects, 540 million KRW for forage processing and distribution support projects, 320 million KRW for the construction of Hapcheon-gun Integrated Food Support Center, 2.26 billion KRW for rice farming household management stabilization funds, 340 million KRW for paddy field alternative crop cultivation support projects, and 1.23 billion KRW for job creation projects. These projects focus on ensuring residents' safety, resolving inconveniences, and securing competitiveness in agriculture and livestock industries.
Additionally, for the future development of the county, 680 million KRW was allocated for the establishment and operation of local public enterprises, 200 million KRW for the operation of the Happy Education District, and 100 million KRW for basic research on tourism resources in the eastern region.
County Governor Moon Jun-hee stated, “This supplementary budget focuses on projects deemed essential for COVID-19 response, ensuring residents' safety and resolving inconveniences, building infrastructure for culture, tourism, and sports facilities, securing competitiveness in agriculture and livestock sectors, and the future development of Hapcheon-gun.”

The supplementary budget proposal is scheduled to be finalized after deliberation and resolution at the 254th Hapcheon-gun Council extraordinary session starting on the 22nd of this month.
