4th Industrial Revolution Committee Launches Data Opening and Utilization Legal System Task Force
Composed of 5 Divisions... Includes 5 Civilian Members
[Asia Economy Reporter Cha Min-young] The Presidential Committee on the 4th Industrial Revolution will establish a Legal and Institutional Task Force (TF) within the Data Special Committee to revitalize the data economy.
The Legal and Institutional TF of the Data Special Committee is composed of five private-sector members who are legal and institutional experts active in the five subcommittees of the Data Special Committee (General, Production and Opening, Distribution and Transaction, Protection and Utilization, MyData). Professor Ko Hak-su of Seoul National University Law School, who is part of the General Subcommittee, was appointed as the TF chairperson.
By subcommittee, Professor Ko Hak-su of Seoul National University Law School was appointed to the General Subcommittee; Professor Lee Seong-yeop of Korea University Graduate School of Technology Management to Production and Opening; Lawyer Ko Hwang-gyeong of Law Firm Gwangjang to Distribution and Transaction; Professor Lee Sang-yong of Konkuk University Law School to Protection and Utilization; and Professor Kim Hyun-kyung of Seoul National University of Science and Technology Graduate School of IT Policy to the MyData sector.
The Legal and Institutional TF of the Special Committee will first identify legal and institutional issues that have hindered data opening and utilization, gather overseas cases and opinions from ministries and the private sector, and propose improvement directions.
Specifically, to enable the practical use of core data with high private demand such as business registration numbers and court rulings, the 4th Industrial Revolution Committee will carry out institutional improvement tasks it has independently identified. Based on demand survey results from the government and related associations, expert opinions will be collected and improvements will be derived through consultations with ministries. At the same time, individual legal provisions that block data opening and utilization, such as confidentiality and purpose limitation, will be thoroughly investigated. Plans to establish legal and institutional maintenance measures will also be prepared.

In addition, the Legal and Institutional TF of the Special Committee will continuously review legal and institutional issues among topics discussed in each subcommittee and derive alternatives. In principle, it will hold meetings once a month, providing a foundation to accelerate data opening and utilization through collaboration between private experts and ministries.
