Seoul City's New Business Model 'Smart Water Circulation City Creation Project' Contest
Selection of One Site in Areas with Over 70% Imperviousness Utilizing Various Water Resources Such as Leaked Groundwater and Reclaimed Water
[Asia Economy Reporter Lim Cheol-young] Seoul City announced on the 1st that it is accepting applications until the 30th for one site to be selected for the ‘Smart Water Circulation City Development Project,’ which integrates and manages necessary water circulation facilities in the region in one place.
The ‘Smart Water Circulation City Development Project’ is a new water circulation business model that combines water circulation facilities tailored to the characteristics of the region by utilizing abundant water resources such as rainwater, discharged groundwater, and recycled water. This is the first year Seoul City is implementing this project. After this year, one site will be selected annually until 2030, with plans for continuous expansion and promotion.
In the future, integrated water management technologies such as ‘rainwater ? discharged groundwater ? recycled water - treated sewage water’ will be incorporated into water circulation facilities that can be easily encountered anywhere in daily life. The application period runs until the end of this month, and autonomous districts can propose projects together with resident communities. Selected projects will receive support of 3 billion KRW.
The project sites must have an impermeability rate of 70% or higher and be able to utilize at least 100 tons of discharged groundwater per day. They must also incorporate IT to enable monitoring of project effects and real-time citizen experience through digital display boards.
Proposed projects will be selected through a comprehensive review of appropriateness, public interest, and feasibility by the Water Circulation Citizens Committee based on preliminary field survey results. Extra points will be awarded especially when recycled water and treated sewage water are utilized.
After this call for proposals, Seoul City plans to implement highly specialized water circulation policies with high usability by adding new ideas from each autonomous district. Applications and submissions can be downloaded from the Seoul City website, and related documents should be prepared and submitted via official letter. Choi Jin-seok, Director of the Seoul City Water Circulation Safety Bureau, said, "We will spare no support for the ‘Smart Water Circulation City Development Project,’ which is being promoted for the first time this year," and added, "We hope autonomous districts will participate in the competition with innovative ideas."
